ԱԺ հանձնաժողովը հավանություն տվեց աշխատող մայրերին պետության աջակցությամբ դայակ վարձելու հնարավորություն ընձեռող նախագծին

Ազգային ժողովի առողջապահության և սոցիալական հարցերի մշտական հանձնաժողովը դրական եզրակացությամբ լիագումար նիստի օրակարգում ընդգրկեց մինչև երեխայի երեք տարին լրանալը խնամքի արձակուրդում գտնվող մայրերին աշխատանքի վերադառնալու և դայակ վարձելու համար պետության կողմից փոխհատուցում ստանալու օրենսդրական նախաձեռնությունը:
Ինչպես հաղորդում է «Արմենպրես»-ը, Ազգային ժողովի առողջապահության և սոցիալական հանձնաժողովի նիստում «Զբաղվածության մասին» ՀՀ օրենքում փոփոխություններ և լրացումներ կատարելու մասին օրենքի նախագիծը ներկայացրեց ՀՀ աշխատանքի և սոցիալական հարցերի նախարար Արտեմ Ասատրյանը: Նախարարն ընդգծեց, որ նախագծով առաջարկվում է օրենքում ավելացնել հետևյալ ձևակերպումը. «Մինչև երեք տարեկան երեխայի խնամքի արձակուրդում գտնվող աշխատանք փնտրող անձը՝ մինչև երեխայի երկու տարին լրանալը աշխատանքի վերադառնալու դեպքում, ունի երեխայի խնամքն աշխատանքին զուգահեռ կազմակերպելու համար աջակցության իրավունք` Հայաստանի Հանրապետության կառավարության սահմանած կարգով»:
Մանրամասնելով ասվածը` նախարարն ասաց, որ մինչև երեխայի երեք տարին լրանալը խնամքի արձակուրդում գտնվող մայրը մինչև երեխայի երկու տարին լրանալն աշխատանքի վերադառնալու դեպքում հնարավորություն կունենա դայակ վարձել և նրան աշխատավարձ տալու համար պետությունից ստանալ փոխհատուցում:
Ազգային ժողովի «Ելք» խմբակցության ղեկավար Նիկոլ Փաշինյանը հետաքրքրվեց` որքա՞ն գումար է պետությունը նախատեսում հատկացնել այն մայրերին, ովքեր կորոշեն մինչև երեխայի երկու տարին լրանալը աշխատանքի վերադառնալ, իսկ երեխային խնամելու համար դայակ վարձել: ՀՀ աշխատանքի և սոցիալական հարցերի նախարար Արտեմ Ասատրյանն ընդգծեց, որ նախատեսում են մինչև երեխայի երկու տարին լրանալն աշխատանքի վերադառնալ ցանկացող մայրերին հատկացնել փոխհատուցում` դայակի աշխատավարձը վճարելու համար: «Բնական է, եթե մայրը մինչև երեխայի երկու տարին լրանալը աշխատանքի վերադառնալու որոշում է կայացնում, առաջանում է երեխայի խնամքի խնդիր: Այդ պարագայում նա կարող է որպես գործատու երեխայի համար դայակ վարձել: Մենք ասում ենք, որ պետությունը կփոխհատուցի այդ դայակի աշխատավարձի 50 տոկոսը, սակայն ոչ ավելի, քան նվազագույն աշխատավարձն է` 55 հազար դրամ: Օրինակ, եթե մայրը դայակի հետ 110 հազար դրամից ավել աշխատավարձ է պայմանավորվել, պետությունը կփոխհատուցի 55 հազար դրամը, որովհետև ասում ենք, որ նվազագույն աշխատավարձից ավել փոխհատուցումը չի լինի»,- պարզաբանեց նախարարը:
Պատասխանելով ՀՀԿ խմբակցության պատգամավոր Մարգարիտ Եսայանի հարցին` Արտեմ Ասատրյանը նշեց, որ մայրը դայակին աշխատավարձ տալու փոխհատուցում կստանա մինչև երեխայի երկու տարին լրանալը, ինչպես գործող օրենքով է, երբ երեխայի խնամքի արձակուրդում գտնվող մայրը, որպես նպաստ ամսեկան 18 հազար դրամ է ստանում մինչև երեխայի 2 տարին լրանալը:
