Բազմաբնակարան շենքերի էներգախնայողության մակարդակը հնարավոր կլինի բարձրացնել 60 տոկոսով

Միջին բազմաբնակարան շենքի արտաքին ջերմամեկուսացում իրականացնելու դեպքում հնարավոր է մինչև 60 տոկոսով խնայել բնակիչների ջեռուցման ու հովացման ծախսերը: Նման բարձր ցուցանիշ արձանագրելու համար, սակայն, անհրաժեշտ է բոլոր բնակիչների համաձայնությունն ու ֆինանսական ներդրումը: Շահառու բոլոր կողմերին գոհացնող ուղիներ հայթայթելու ուղղությամբ տարվում են աշխատանքներ: «Արմենպրես»-ի փոխանցմամբ՝ այս մասին լրագրողների հետ զրույցում հայտնեց ՀՀ էներգետիկ ենթակառուցվածքների և բնական պաշարների նախարարի տեղակալ Հայկ Հարությունյանը Հայաստանի էներգախնայողության ներուժի բացահայտմանն ուղղված ԵՄ-ն էներգետիկայի համար համաժողովի շրջանակում: «Բազմաբնակարան շենքերի էներգաարդյունավետության ճիշտ մեխանիզմներ գտնելու խնդիրը ոչ միայն Հայաստանում, այլև ամբողջ աշխարհում է առկա: Շենքերում շահառուների քանակն անհամեմատ շատ է, կան բնակարաններ, որոնք դատարկ են, կան բնակիչներ, որոնք չեն ուզում ոչ մի բանի համար վճարել, կան բնակիչներ, որոնք հնարավորություն չունեն, կան նաև բնակիչներ, ովքեր ունեն ցանկություն ու հնարավորություն, բայց անհրաժեշտ է մյուսների համաձայնությունը ևս: Այսքան շահառու ունենալու դեպքում շատ դժվար է մեկ սկզբունքով աշխատող բիզնես մոդել գտնել ու մասսայական էներգախնայողության միջոցառումներ իրականացնել»,-ասաց փոխնախարարը:

Բազմաբնակարան շենքերում էներգախնայողության ծրագրերի իրագործմանը խոչընդոտող մեկ այլ գործոն է համատիրությունների կարողությունների բացակայությունը: Բայց ինչպես նշեց Հայկ Հարությունյանը, Քաղաքաշինության կոմիտեն ներկայում պատրաստում է օրենսդրական փաթեթ համատիրությունների ոլորտը բարեփոխելու համար: «Այստեղ կարևոր են նաև էներգետիկ ծառայություններ մատուցող մասնավոր ընկերությունները, որոնք համատիրություններին ուղղություն կտան, ճիշտ ծրագրեր կկազմեն էներգետիկ աուդիտի արդյունքում»,-ասաց փոխնախարար Հարությունյանը:

Նա տեղեկացրեց, որ մինչ այժմ դոնոր կազմակերպությունների աջակցությամբ մի շարք պիլոտային ծրագրեր են իրականացրել էներգախնայողության ոլորտում և հստակ պատկերացնում են, թե արտաքին ջերմամեկուսացումը տնտեսական ինչ շահավետություն ունի: «Հիմա պետք է շատ ավելի մեծ ծրագրեր իրականացնել, տեստավորել պիլոտային գաղափարներն ավելի լայն շրջանակների համար և դուրս բերել աշխատող մոդելները»,-նշեց նա: 
Մեկ բազմաբնակարան շենքի արտաքին մեկուսացումը` կախված շենքի չափից, Հայկ Հարությունյանի խոսքով, պիլոտային ծրագրով կազմել է 40 միլիոն դրամ, բայց դրա մասսայականացման դեպքում՝  հնարավոր է մինչև կիսով չափ կրճատել ծախսերը: Մասնավորապես, միջին չափի 7-9 հարկանի պանելային շենքի արտաքին ջերմամեկուսացումը կարող է արժենալ 20 միլիոն դրամ: «Հայաստանում կա մոտ 20 հազար բազմաբնակարան շենք ու 450 հազար առանձնատուն, այսինքն՝ խնայողության ներուժը շատ-շատ է: Բայց ոլորտում վերոնշյալ գործողություններն անհրաժեշտ են ոչ միայն էներգաարդյունավետության տեսանկյունից, այլև շինությունների կյանքը երկարացնելու, բնակիչների հարմարավետության մակարդակը բարձրացնելու տեսանկյունից»,-նշեց փոխնախարար Հայկ Հարությունյանը:
