Զինապարտության մասին քննարկումներն ԱԺ-ում անցան թեժ: Չնայած օրինագծում փոփոխություններին առաջին ընթերցմամբ պառլամենտը կողմ քվեարկեց, բայց բուն քվեարկությունից զատ, թե ԱԺ պատերից ներս, թե դուրս եղան քննարկումներ, որոնք կասկածի տակ դրեցին օրինագծի կողմ քվեարկությունը: Թղթի վրա օրինագիծն ընդունվեց, բայց հանրային քննարկումներում և մեդիայում այն պիտակավորվում է բացառապես բացասական պիտակներով:

Թե ուսանողական դասադուլը, թե ԵԼՔ-ի ՝ Վիգեն Սարգսյանի կողմից հրահրված ագրեսիվ քաղաքականությունը, թե Ռուզաննա Խաչատրյանի երեք ստատուսները, որոնց տողատակերում բոլորը գտան Վիգեն Սարգսյանին, պաշտպանության նախարարին դրեցին շատ բարդ իրավիճակի մեջ: 

Ավելին, խոսվում է նաև, որ երկրորդ ընթերցմանն ընդառաջ դժվարություններ կան նաև ՀՀԿ-ի ներսում, որովհետև օրինագծում արված նոր լրացումները չեն գոհացնում նաև ՀՀԿ-ականներին: Այն, որ դժգոհությունն օրինագծի հետ կապված կան, նորություն չէ: Հանրապետական խմբակցության պատգամավոր Ֆելիքս Ցոլակայնը, ով երկար տարիներ աշխատել է ԱԱԾ-ում, ու օպերատիվ տիրապետում է հայաստանցիների հնարավոր սոցիալական տեղաշարժերին, իրավացիորեն պնդեց, որ տարկետման ամպուտացումը բերելու է արտագաղթի: 

Սրան զուգահեռ, երկրորդ ընթերցմանն ընդառաջ ԵԼՔ-ը լինելու է ավելի պատրաստվծ և ագրեսիվ, որովհետև ժամանակ ուներ պատրաստվելու: Իսկ դասադուլավորների ներկայությունը ԱԺ մատույցներում էլ ավելի են խորացնելու Վիգեն Սարգսյանի երկրորդ մոտեցման ձախողումը: Ձախողում, որ թղթի վրա գուցե հաջողություն գրվի, բայց հանրային ընկալումներում լրջորեն կհարվածի երիտասարդ նախարարի քաղաքական ամբիցիաներին:
