Թաթուլ Մանասերյանը Հայաստանի տնտեսական ակտիվության 3.7-տոկոսանոց աճը հերոսություն է համարում

Հայաստանում 2015 թվականի ինն ամիսներին տնտեսական ակտիվության ցուցանիշը նախորդ տարվա համեմատ աճել է 3.7 տոկոսով, ինչը տնտեսագետ, «Այլընտրանք» հետազոտական կենտրոնի հիմնադիր Թաթուլ Մանասերյանը հրաշալի ցուցանիշ է համարում: «Դա ինքնին համեստ թիվ է, բայց պետք է հաշվի առնենք այն հանգամանքը, որ եթե չլինեին բաÖ �ասական սպասումներերը` հիմնված բացասական կանխատեսումների վրա, Հայաստանի Հանրապետությունը կարող էր գրանցել երկնիշ տնտեսական աճ, ինչի մասին ես մշտապես խոսում եմ: Միջազգային կառույցների վարկանիշային գործակալությունների հոռետեսական, քաղաքականացված ու կողմնակալ կանխատեսումներն ուղղակի վնասարարարություն են, քանի որ այդ պայմաններում, երբ սպասվում է զրոյական կամ բացասական աճ, գործարարները ձեռնպահ են մնում ներդրումներից: Այն, ինչ արել է Հայաստանը, ես առանց չափազանցության, համարում եմ հերոսություն»,- նշեց Թաթուլ Մանասերյանը:
Տնտեսագետի դիտարկմամբ` եթե համաշխարհային շուկայում լուրջ ցնցումներ ու դրանց բացասական անդրադարձերը չլինեն, մենք տարին կկարողանանք եզրափակել 4 տոկոս տնտեսական աճի ցուցանիշով: «Այս տեմպերով շարունակելու դեպքում 4 տոկոս աճ եմ կանխատեսում, և մենք դա կարող ենք հանգիստ եռապատկել ու քառապատկել»,-ավելացրեց զրուցակիցը:
Հարցին, թե արդյոք միայն սուբյեկտիվ գործոնո՞վ է պայմանավորված տնտեսության աճի դանդաղումը, ապրանքաշրջանառության ծավալների նվազումը` Թաթուլ Մանասերյանը պատասխանեց. «Հավատացեք, դա չափազանց կարևոր գործոն է: Եթե մենք միասին շշուկներ տարածենք, որ առաջին անհրաժեշտության ապրանքները թանկանալու են, կամ փորձենք շրջանառությունից հանել 5-7 տոկոս քանակությամբ նշյալ ապրանքներից, կստեղծվի դեֆիցիտ, կառաջանան բացասական սպասումներ, և ինքերս մեր ձեռքով կբարձրացնենք ապրանքների գները: Շշուկներն անգամ մեծ դեր են խաղում տնտեսական իրավիճակի վրա, որը շÕ �տ զգայուն օրգանիզմ է»: Տնտեսագետի խոսքով` Հայաստանի տնտեսությունում կան բազմաթիվ խնդիրներ, ինչպես, օրինակ, արտահանման, ներմուծման ծավալների նվազումը, որը տնտեսագետը հատկապես պայմանավորում է գնողունակության անկմամբ, աղքատության բարձր մակարդակով, ինչպես նաև արտագաղթի հետևանքով: Սակայն կարծում է, որ դրանցում մեղքի մեծ բաժին ունեն նաև բացասական սպասումներ ձևավորողները: «Պետք է հեռու մնալ կողմնակալ կարծիքներից: Կյանքը ցույց տվեց, որ այդ կանխատեսողներն իրենց հեղինակությունը փրկելու համար ամռան վերջին փորձեցին վերանայել իրենց իսկ կանխատեսումը, որը բացառիկ դեպք է: Ոչ միայն թվերը փոխվեցին, այլ կեղծ փաստարկները, որոնցով փորձում էին Հայաստանի համար մռայլ ապագա կանխորոշել: Որպեսզի կախում չունենանք վարկանիշային կազմակերպությունների կանխատեսումներից, կարևոր է ապավինել մեր ներուժին, ազգային վերլուծական կառույցների կանխատեսումներին: Մենք շնորհալի փորձագետներ ու կառույցներ ունենք»,- նկատեց Մանասերյանը:
Անդրադառնալով ներմուծման ծավալների նվազմանը` տնտեսագետը կարևորեց ներմուծման փոփոխության քաղաքականության իրականացումը, որով հնարավոր է Հայաստանում 10 ապրանքային խմբերից առնվազն 7-ի գծով ինքնաբավ լինել: «Պետք է առաջին անհրաժեշտության ապրանքների գծով հնարավորինս ինքնաբավ լինել:
Սա նշանակում է, որ չներկրել, օրինակ, թռչնամիս, հացահատիկ, ձեթ, կարագ, միս»,-ավելացրեց Թաթուլ Մանասերյանը:
ՀՀ ազգային վիճակագրական ծառայության տվյալներով` ընթացիկ տարվա ինն ամսում նվազում են գրանցել առևտրի շրջանառության, արտաքին առևտրաշրջանառության ոլորտները: Արտաքին ապրանքաշրջանառության ծավալները 2014թ. հունվար-սեպտեմբերի համեմատ նվազել են 20 տոկոսով (3 միլիարդ 457,3 մլն ԱՄՆ դոլար), ընդ որում` արտահանումը նվազել է 0,9 տոկոսով (1 միլիարդ 095.6 մլն դոլար), իսկ ներմուծումը նվազել է 26,6 տոկոսով (2 միլիարդ 361.7 մլն դոլար):
