Զիջում. բացառիկ տաղանդավոր ուսանողներին կառավարության որոշմամբ կտրվի տարկետման իրավունք

Ազգային ժողովում քիչ առաջ ավարտված արտահերթ քննարկման ընթացքում պարզ դարձավ, որ ուսանողների շրջանում բողոքի ալիք բարձրացրած օրենքի նախագիծը, այնուամենայնիվ, կներկայացվի Ազգային ժողովի երկրորդ ընթերցման, որպեսզի ամբողջությամբ ընդունվի: Նախագիծն արժանացավ պաշտպանության եւ անվտանգության հարցերի մշտական հանձնաժողովի հավանությանը:
Բայց ուսանողների դասադուլների արդյունքում որոշակի զիջումներ կարծես թե կլինեն: «Զինվորական ծառայության եւ զինծառայողի կարգավիճակի մասին» այդ օրինագծով նախատեսվում է, որ զինծառայությունից տարկետման իրավունք պետք է ստանան միայն բակալավրիատում սովորող ուսանողները եւ միայն այն դեպքում, եթե պաշտպանության նախարարության հետ կնքվող պայմանգրով պարտավորվեն, որ ուսումնառության ավարտից հետո զինծառայության են անցնելու ոչ թե երկու, այլ երեք տարի ժամկետով: Մնացած դեպքերում 18 տարին լրացած բոլոր տղաները պետք է զորակոչվեն:
Ուսանողներն ու նաեւ որոշ դասախոսներ առաջարկվող փոփոխություններին դեմ են եւ արդեն չորս օր շարունակ դասադուլ էր հայտարարված: Նրանք վստահեցնում են, որ դա հարված է հասցնելու գիտության զարգացմանը եւ չի կարելի է բացառիկ ընդունակություններով օժտված ուսանողներին պոկել կրթությունից ու գիտությունից:
Այսօր օրենքի նախագիծը Ազգային ժողովում ներկայացնող Պաշտպանության փոխնախարար Արտակ Դավթյանի խոսքերից պարզ դարձավ, որ արտակարգ օժտված ու տաղանդավոր երիտասարդների զինծառայությունը որոշակի ժամկետով կարող է երկարաձգվել:
Հանձնաժողովի անդամ Ֆելիքս Ցոլակյանին հետաքրքրում էր, թե ինչ սկզբունքով կամ չափորոշիչներով է որոշվելու՝ ովքեր են տաղանդավոր:
Այդ ամենը կարգավորվելու է կառավարության որոշմամբ:
«Կառավարության համապատասխան կարգերով նախատեսվելու է հատկապես տաղանդավոր կամ ակնհայտ նվաճումներ ունեցող երիտասարդներին տարկետման իրավունք տալ ոչ թե նրա համար, որ նրանք գնան իրենց տանը նստեն, այլ շարունակեն իրենց նվաճումները: Եվ եթե ինչ-որ մի ժամանակ տեսնենք, որ այդ նվաճումները չկան կամ սպառվել են, բնականաբար զինվորական ծառայության կամ զինապարտ լինելու նրա օրենսդրական պարտականությունը չի դադարելու մինչեւ համապատասխան տարիքի լրանալը: Հետեւաբար ճիշտ եք ասում, որ կառավարությունը պետք է շատ հստակ կարողանա այդ խնդիրները չափելի դարձնել»,- պատասխանեց Արտակ Դավթյանը:
Նշենք, որ Երեւանի պետական համալսարանի ռեկտոր Արամ Սիմոնյանը երեկ հայտարարել էր օժտված ուսանողներին արտոնություն տալու առաջարկով Պաշտպանության նախարարությանը դիմելու որոշման մասին: Նա, սակայն, խոսում էր այդպիսի ուսանողների համար բանակում մասնագիտությամբ զբաղվելու հնարավորություն ստեղծելու մասին:
