ԱԺ հանձնաժողովն ընդունեց զինծառայությունից խուսափածներին գումարի դիմաց քրեական հետապնդումից ազատելու օրենքը երկարացնելու նախագիծը

Ազգային ժողովի պաշտպանության և անվտանգության հարցերի մշտական հանձնաժողովը դրական եզրակացություն տվեց զինվորական ծառայությունից խուսափած անձանց գումարի դիմաց քրեական պատասխանատվությունից ազատվելու հնարավորություն տվող օրենքի գործողության ժամկետը երկարացնելու օրենսդրական նախաձեռնությանը:  Ինչպես հաղորդում է «Արմենպրես»-ը, հանձնաժողովի արտահերթ նիստին ներկա բոլոր 5 պատգամավորները կողմ քվեարկեցին օրենքի նախագծին դրական եզրակացություն տալու հարցին:

Օրենքի նախագծով առաջարկվում է սահմանել, որ պարտադիր զինվորական ծառայություն չանցած քաղաքացին իր նկատմամբ հարուցված քրեական հետապնդումը դադարեցնելու, օրենքով սահմանված պարտադիր զինվորական ծառայությունից ազատման կամ պարտադիր զինվորական ծառայության զինվորական զորակոչից տարկետման իր իրավունքը ձևակերպելու, ինչպես նաև օրենքով սահմանված կարգով պահեստազորում հաշվառվելու նպատակով կարող է օրենքի խախտմամբ չզորակոչված յուրաքանչյուր զորակոչի դիմաց վճարել ամսական նվազագույն աշխատավարձի երկուհարյուրապատիկի չափ գումար:

Նախագծով առաջարկվում է օրենքի առաջին հոդվածում «մինչև 2015թ. մայիսի 1»-ը բառերը փոխարինել «մինչև 2017թ. դեկտեմբերի 1»-ը բառերով, ինչը նշանակում է, որ օրենքի գործողության ժամկետը երկարաձգվում է՝ հնարավորություն ընձեռելով նոր քաղաքացիների վճարել օրենքով սահմանված գումարը, ազատվել քրեական հետապնդումից և վերադառնալ հայրենիք:

Պաշտպանության նախարարությունն առաջարկել էր  մինչև 9 միլիոն դրամ բարձրացնել գումարի չափը, որը վճարելով՝ զինվորական ծառայությունից խուսափած քաղաքացիները հնարավորություն կունենան ազատվել քրեական հետապնդումից, սակայն այն նախաձեռնության հեղինակ պատգամավորների կողմից չի ընդունվել և լրամշակված տարբերակում ՊՆ-ի առաջարկները չեն ներառվել:
