Նորապատի բնակիչների հարցն առկախ է. վարձով բնակարան տվողները խուսափում են պայմանագիր կնքել

«Փաստ»–ն իր նախորդ համարներից մեկում անդրադարձել էր հոկտեմբերի 23–ին Արմավիրի մարզի Նորապատ գյուղի եռահարկ շենքերից մեկում տեղի ունեցած խոշոր հրդեհին, ինչի հետևանքով 10 բնակարանի քաղաքացիներ ամբողջությամբ զրկվել էին գույքից և անօթևան մնացել: Մոտ երկու շաբաթ առաջ Արմավիրի քաղաքապետարանի աշխատակազմից մեզ հայտնել էին, որ բնակիչները վարձով բնակարաններ պետք է գտնեն, որի գումարը համապատասխան չափով վճարելու է կառավարությունը: Արմավիրի քաղաքապետարանից փորձեցինք պարզել՝ այս ընթացքում բնակիչներին որքանո՞վ է հաջողվել վարձով բնակարաններ գտնել:
Արմավիրի քաղաքապետի տեղակալ Խաչիկ Մկրտչյանը «Փաստ»–ի հետ զրույցում հայտնեց, որ բնակարաններ դեռևս չեն գտնվել:
«Իմ տվյալներով՝ մեկ հոգի է բնակարան գտել, մնացածը մեծամասամբ տեղավորվել են իրենց հարազատների տներում: Վարձով բնակարան առաջարկողները խուսափում են վարձակալության պայմանագրերով բնակարաններ տալ: Իրենք կանխիկով են ուզում տալ, առանց պայմանագրերի: Դա է պատճառը, որ մարդիկ չեն կարողանում վարձով բնակարաններ գտնել: Վարձակալի, վարձով բնակարան տվողի և քաղաքապետարանի միջև եռակողմ պայմանագիր պետք է կնքվի»,– ընդգծեց քաղաքապետի տեղակալը:
Նշենք, որ բնակիչներից ոմանք ոչ թե հարազատների բնակարաններում, այլ վրաններում էին ապրում: Հարցին, թե վերոնշյալ խնդիրը լուծվե՞լ է, Խ. Մանուկյանը սկզբում նշեց, որ նրանք հարազատների տանն են ապրում: Այնուհետև, խոսքը շարունակելով, հավելեց. «Միգուցե ցերեկային ժամերին վրաններում լինեն, բայց գիշերը հարազատների տուն են գնում: Այս պայմաններում ինչպե՞ս կարող է մարդը վրանի տակ ապրել»:
Քաղաքապետի տեղակալի խոսքով՝ քաղաքապետարանն այլ տարբերակ և լուծում չի կարող առաջարկել. «Առաջարկել ենք, որ վարձակալությամբ ապրեն, մինչև կառավարության մակարդակով խնդիրը լուծվի: Մենք ի՞նչ այլ տարբերակ կարող ենք առաջարկել»:
Դիտարկմանը, թե կառավարության հետ երկխոսության այլ տարբերակ կամ դիմում չեն պատրաստվում ներկայացնել, քաղաքապետի տեղակալը բացասական պատասխան տվեց:
