«Հայկական ժամանակ»-ի խմբագրություն է դիմել հաշմանդամություն ունեցող, թոշակառու Իշխան Գեւորգյանը՝ խնդրելով հրապարակել վարչապետ Կարեն Կարապետյանին ուղղված իր բաց նամակը: Նամակը ներկայացնում ենք ստորեւ.

Խմբի հաշմանդամներին աջակցելու մասին
Հարգելի պարոն վարչապետ, համոզված եմ, որ մեր գրավոր դիմումին Ձեզ շրջանցելով են պատասխանելու, ստիպված ենք անօգնական հաշմանդամներիս խնդրի մասին Ձեզ տեղեկացնել մամուլով:
Սահմանադրորեն սոցիալական երկիր հռչակված Հայաստանում, չնայած ուշացումով, բայց 2007-ից սկսած փոխհատուցվում է սովետական խնայբանկերում ունեցած և մինչև դրամական ռեֆորմը բանկերում ներդրած տասնյակներ անգամ արժեզրկված ավանդները՝ ըստ տարիքի:
Առաջնահերթության կարգով վճարվում է նաև հայրենական և ղարաբաղյան պատերազմների մասնակիցներին, տարերային աղետներից տուժածներին և սահմանամերձ համայնքների բնակիչներին, իսկ Հայաստանի բյուջեից տարեկան 40 միլիարդ սնվող Ղարաբաղի բոլոր բնակիչների փոխհատուցումն ավարտվել է: Հայաստանում առաջին խմբի հաշմանդամների թիվը 10 հազարից չի անցնի, դրանց կեսից ավելին մանկահասակներ են, չփոխհատուցված ավանդ ունեցողները երևի կլինեն 150-200-ը, որոնք չնչին թոշակով ոչ միայն ամենախոցելին են, այլև բավարար դեղամիջոցների ու խնամքի հնարավորություն չունեն:
Պարոն վարչապետ, համոզված ենք, որ կառավարության նիստով 2018-ին ավանդների փոխհատուցման ցանկը հաստատելիս հաշվի կառնեք մեր խնդրանքը և առաջնահերթության կարգով կընդգրկեք նաև առաջին խմբի հաշմանդամներին, որոնց ավանդները մինչև Հայաստանի անկախանալը խնայածն է: Բոլոր հաշմանդամներս նախապես շնորհակալություն ենք հայտնում պարոն վարչապետին ու կառավարության անդամներին բարոյական ու մարդկային վերաբերմունքի համար:
