120 գիտաշխատող ու դասախոս ստորագրել են աղմկահարույց օրինագծի մասին բաց նամակի տակ

Մի խումբ գիտաշխատողներ և դասախոսներ մտահոգված լինելով «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին»  օրենքի նախագծի ընդունման դեպքում կրթության և գիտության ոլորտին սպառնացող ծանր հետևանքներով, գրել են բաց նամակ  ՀՀ Նախագահին, Ազգային ժողովին, Կառավարությանը։ Նամակը ստորագրել են ավելին քան 120 գիտաշխատողներ և դասախոսներ, ընդ որում այդ թիվը, նրանց փոխանցմամբ,  աճում է։

Նամակը հասանելի դարձնելու համար հասարակությանը, ինչպես նաև ԱԺ պատգամավորներին, դասախոսների ու գիտաշխատողների խումբը խնդրել է այն հրապարակել նաեւ «Հայկական Ժամանակ» օրաթերթում եւ մեր կայքում: Նամակը ներկայացնում ենք ստորեւ.

Մտահոգված լինելով «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին»  օրենքի նախագծի ընդունման դեպքում կրթության և գիտության ոլորտին սպառնացող ծանր հետևանքներով և կիսելով  «Հանուն Գիտության Զարգացման» նախաձեռնության մտահոգությունները՝ ստորև նշված գիտաշխատողներս և դասախոսներս առաջարկում ենք.

1.  Օրենքի նախագծում ամրագրել դրույթ, որի համաձայն Կրթության և գիտության նախարարությունը պետք է կազմակերպի ամենամյա հիմնավոր հետազոտություն՝ յուրաքանյուր ոլորտում բակալավրի, մագիստրոսի և ասպիրանտի կրթական աստիճաններում նպատակային տարկետման համար անհրաժեշտ տեղերի նվազագույն թվերը սահմանելու և դրանք Պաշտպանության նախարարությանը ներկայացնելու նպատակով:

Հատկացված տարկետման տեղերի համար Կառավարությունը պետք է սահմանի չափանիշներ, որոնց բավարարելն անհրաժեշտ պայման պետք է լինի տարկետման իրավունք ստանալու համար (օրինակ՝ մագիստրատուրա ընդունվելիս տարկետման իրավունք չի կարող ստանալ այն դիմորդը, ում բակալավրիատի ՄՈԳ-ը ցածր է 18-ից)։

Նմանապես, անհրաժեշտ է սահմանել հստակ չափորոշիչներ, որոնք կկարգավորեն թեկնածուի գիտական աստիճան ունեցողներին պարտադիր զինվորական ծառայությունից ազատելու կարգը՝ կապված նրանց գիտա-մանկավարժական մասնագիտական գործունեության հետ (օրինակ՝ պաշտպանությունից հետո կամ սահմանված ժամանակահատվածի ընթացքում պետք է տպագրել որոշակի քանակով գիտական հոդվածներ կամ սահմանված ժամանակահատվածում իրականացնել մանկավարժական գործունեություն)։

2.   Ձևավորել այնպիսի համակարգ, որտեղ ՊՆ-ն և գիտական հաստատությունները շահագրգռված կլինեն համաձայնության գալ համատեղ հետազոտական նախագծերի շուրջ և այդ նախագծերում կներգրավեն բակալավրիատի, մագիստրատուրայի և ասպիրանտուրայի՝ տարկետում չունեցող շրջանավարտներին: Այն դեպքում, երբ ՊՆ-ն չի կարողանա ապահովել այս կատեգորիայի՝ ուսման հաջորդ փուլ ընդունված ուսանողների գիտելիքների նպատակային կիրառումը ծառայության ընթացքում, ՊՆ-ն կպարտավորվի առաջարկել այնպիսի ծառայություն, որի ընթացքում ուսանողները կկարողանան շարունակել մագիստրոսական և ասպիրանտական կրթությունը բուհերում և գիտական հաստատություններում: Սա կշահագրգռի ՊՆ-ին հնարավորին կարճ ժամկետներում պայմաններ ստեղծել ուսանողների գիտելիքները նպատակային կիրառելու համար:

Հիմնվելով մեր մասնագիտական փորձառությանը, վստահեցնում ենք ձեզ, որ առանց վերոնշյալ փոփոխությունների, կրթության և գիտության ոլորտը կկրի անդառնալի կորուստներ։

Վերջում գիտաշխատողներն ու դասախոսները ներկայացրել են ՀՀ նախագահին, Ազգային ժողովին և Կառավարությանը ուղղված «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» օրենքի նախագծի վերաբերյալ առաջարկություններով բաց նամակի թվով 120 ստորագրությունները:
