Հայաստանում արևային էներգիան ջեռուցման նպատակով օգտագործելու համար նպաստավոր պայմաններ են ստեղծվում

 Կիրականացվեն խթանիչ միջոցառումներ՝ ուղղված վերականգնվող էներգետիկայի ոլորտում ինքնավար էներգաարտադրության մասսայականացմանը։ Այդ նպատակով ՀՀ էներգետիկ ենթակառուցվածքների և բնական պաշարների նախարարությունը նախաձեռնել է մի շարք օրենսդրական փոփոխություններ «Էներգախնայողության և վերականգնվող էներգետիկայի մասին» և «Էներգետիկայի մասին» օրենքներում, որոնք պայմաններ կստեղծեն միջին և խոշոր սպառողների համար՝ էլեկտրաէներգիա արտադրել սեփական կարիքների համար։ Առաջարկվող օրենսդրական փոփոխություններն արդեն արժանացել են կառավարության հավանությանը։  Այս մասին «Արմենպրես»-ին տեղեկացրին ՀՀ էներգետիկ ենթակառուցվածքների և բնական պաշարների նախարարության տեղեկատվության և հասարակայնության հետ կապերի բաժնից:

ՀՀ էներգետիկ ենթակառուցվածքների և բնական պաշարների փոխնախարար Հայկ Հարությունյանի խոսքով՝ խոշոր սպառողներին ինքնավար էներգաարտադրությամբ սեփական կարիքները բավարարելու հնարավորություններ տալու համար առաջարկվում է վերանայել գործող 150 կՎտ սահմանաչափը։ Ինչպես հայտնի է, ներկայումս ֆիզիկական և իրավաբանական անձինք սեփական կարիքները բավարարելու համար կարող են տեղադրել մինչև 150 կՎտ հզորությամբ արևային ինքնավար կայաններ, արտադրել էլեկտրաէներգիա, իսկ ավելցուկը վաճառել «Հայաստանի էլեկտրական ցանցեր» ընկերությանը։

Հայկ Հարությունյանի կարծիքով՝ խոշոր սպառողների դեպքում այդ հզորությունը բավարար չէ, ուստի «Էներգետիկայի մասին» օրենքի փոփոխությամբ առաջարկվում է վերանայել 150 կՎտ սահմանաչափը և հասցնել 500 կՎտ-ի։ Դրանով էլեկտրաէներգիայի խոշոր սպառողների համար կստեղծվեն օրենսդրական հիմքեր` սեփական կարիքների բավարարման նպատակով ինքնավար էներգաարտադրողների գործառույթներ իրականացնելու համար։

Մեկ այլ՝ «Էներգախնայողության և վերականգնվող էներգետիկայի մասին» օրենքում առաջարկվում է սահմանել վերականգնվող էներգետիկ ռեսուրսներ օգտագործող ինքնավար էներգաարտադրողի և էլեկտրաէներգիայի բաշխման լիցենզիա ունեցող անձի միջև փոխհոսքերի կարգավորման պայմանները: Ըստ այդմ, փոխվում է փոխհատուցման հաշվարկի մոտեցումը։ Եթե այժմ փոխհատուցումն իրականացվում է ամսական կտրվածքով, ապա առաջարկում է այն դարձնել տարեկան։ Տարեվերջին բաշխիչ ընկերությունն ամբողջ տարվա կտրվածքով կհաշվարկի ինքնավար արտադրողի հետ ունեցած փոխհոսքերը և միայն դրանից հետո կես գնով կվճարի ավել տրամադրված էլկետրաէներգիայի դիմաց:

«Սա հնարավորություն կտա սպառողներին տեղադրել ավելի մեծ հզորություններ և արևային կայանները դիտարկել նաև որպես ջեռուցման կազմակերպման միջոց։ Այսինքն՝ ամռանը արտադրել հավելյալ էլեկտրաէներգիա, այսպես ասած՝ ի պահ տալ ցանցին, իսկ ձմռանը ետ ստանալ նույն գնով։ Գործող օրենքը այդ հնարավորությունը չէր տալիս, որովհետև փոխհոսքերի հետ կապված հաշվարկը կատարվում էր ամսական կտրվածքով»,-նշել է Հայկ Հարությունյանը։
