Փակ կառույցների փողերը. ուժայիններն ու պետական բյուջեն

ՀՀ 2018 թվականի պետական բյուջեի նախագծով պաշտպանությանը հատկացված գումարը կտրուկ ավելացել է: Պետք է նկատել, որ առնվազն անցած 10 տարիների ընթացքում այսպիսի կտրուկ աճեր հաճախ չեն եղել:
Եթե 2016 թվականին պաշտպանության ոլորտին հատկացվել էր մոտ 210 միլիարդ դրամ, ապա հաջորդ տարի նախատեսվում է 246 միլիարդ: Աճը կազմում է ավելի քան 17 տոկոս: 2009 եւ 2013 թվականներին էլ պաշտպանության ոլորտի ֆինանսավորումը կտրուկ աճել է, բայց պետք է հաշվի առնել, որ այդ տարիներին դրամի որոշակի արժեզրկում է եղել եւ դոլարային արտահայտությամբ աճը այդքան տպավորիչ չի եղել:
Նկատենք, որ 2016 թվականի ապրիլյան պատերազմից հետո, երբ մշակվում էր 2017 թվականի պետբյուջեի նախագիծը, պաշտպանական ծախսերի շոշափելի ավելացում չնախատեսվեց: Պաշտպանության բյուջետային ֆինանսավորումը այդ ժամանակ աճեց միայն 3 միլիարդ դրամով, որը մեկ տոկոսից մի քիչ էր շատ:
Պաշտպանության ոլորտի ֆինանսավորման նման աճը հատկապես ուշագրավ է ուժային մյուս կառույցների ֆինանսավորման աճի ֆոնին: Ինչպես երեւում է ներկայացված գծապատկերներում, մինչեւ 2015 թվականը պաշտպանական ոլորտին հատկացվող ֆինանսավորման աճին զուգահեռ աճել է նաեւ ոստիկանության եւ ԱԱԾ-ի բյուջետային ֆինանսավորումը: Սակայն 2015 թվականին սկսեց կրճատվել ԱԱԾ-ի, իսկ այս տարվանից՝ նաեւ ոստիկանության ֆինանսավորումը: 
Այդուհանդերձ, անցած տասը տարիների ընթացքում ոստիկանության բյուջետային ֆինանսավորման աճի տեմպը առաջանցիկ է: Նշված ժամանակահատվածում ոստիկանության ֆինանսավորումը աճել է 96 տոկոսով, պաշտպանության ֆինանսավորումը՝ 94 տոկոսով, իսկ ԱԱԾ-ինը՝ 60 տոկոսով:
Ինչ խոսք, զուտ ֆինանսավորման ծավալների փոփոխությունը ամենեւին չի նշանակում, որ այս կամ այն ոլորտում իրավիճակը համարժեք կփոխվի: Շատ ավելի կարեւոր է ծախսերի արդյունավետության ցուցանիշը: Սակայն նշված երեք կառույցները փակ են, եւ հանրային վերահսկողությունը այդ ծախսերի նկատմամբ հասցված են նվազագույնի:
