ՊՆ կողմից դրամական միջոցներ հատկացնելու գործընթացում չարաշահումներ են արվել

ՀՀ քննչական կոմիտեի զինվորական քննչական գլխավոր վարչության հատկապես կարևոր գործերի քննության վարչությունում քննվող քրեական գործով ձեռնարկված մեծածավալ քննչական գործողությունների արդյունքում բացահայտվել են զոհված կամ հաշմանդամ դարձած ազատամարտիկների ու զինծառայողների ընտանիքների բնակարանային պայմանների բարելավման նպատակով ՀՀ ՊՆ–ի կողմից դրամական միջոցներ հատկացնելու գործընթացում չարաշահումների մի շարք դեպքեր, պարզվել դրանց մեխանիզմը։ 5 անձի առաջադրվել է մեղադրանք:
Նախնական քննությամբ փաստական տվյալներ են ձեռք բերվել առ այն, որ զոհված (մահացած) և հաշմանդամ դարձած զինծառայողների (ազատամարտիկների) ընտանիքների բնակարանային պայմանները բարելավելու նպատակով ՀՀ պաշտպանության նախարարի 2008թ. մայիսի 14–ի թիվ 584 հրամանով ստեղծված հանձնաժողովի կողմից բնակարան գնելու համար անհատույց պետական ֆինանսական աջակցություն տրամադրելու գործընթացում արձանագրվել են չարաշահումներ։
Մասնավորապես՝ զոհված (մահացած) և հաշմանդամ դարձած զինծառայողների ընտանիքների բնակարանային պայմանները բարելավելու նպատակով նրանց օգտին որոշում կայացնելու, գործընթացն արագ կազմակերպելու համար կաշառք տալու հարցի շուրջ համաձայնություն է ձեռք բերվել մի շարք անձանց և ՊՆ իրավասու պաշտոնատար անձի միջև։
Արդյունքում՝ նշված հանձնաժողովի կողմից տարբեր անձանց օգտին կայացվել են որոշումներ և հատկացված գումարները նրանց կողմից լիազորված անձանց անվամբ բանկերում բացված հաշվեհամարներին փոխանցելուց հետո, նախնական պայմանավորվածության համաձայն, առանձնապես խոշոր չափի կաշառքներ են փոխանցվել հանձնաժողովի քարտուղար, ՊՆ բաժանմունքի պետ Կ. Հարությունյանին։
Ձեռք բերված բավարար ապացույցների համակցությամբ՝ 5 անձի մեղադրանք է առաջադրվել, որոնցից 4–ին՝ առանձնապես խոշոր չափերով կաշառք տալու համար:
