Past.am-ի  հյուրն է Կառավարությանն առընթեր քաղաքացիական ավիացիայի գլխավոր վարչության նախկին պետ Շահեն Պետրոսյանը:

- Պարոն Պետրոսյան, Ազգային ժողովում փոխվարչապետ Վաչե Գաբրիելյանը հայ­տարարեց, որ «բաց երկնքի քաղաքակա­նությունը» բերել է ավելի մատչելի ու ավե­լի շատ թռիչքների: Որքանով եք կիսում գնահատականը: Գրեթե 4 տարիների ըն­թացքում ինչ արդյունք ունենք:

- Առ ոչինչ է, երբ պաշտոնական տվյալնե­րով հայտարարում են, թե ուղևորահոսքը մե­ծացել է: Իրականում աշխարհի բոլոր օդա­նավակայաններում կա այդ միտումը, և ՀՀ-ն ևս բացառություն չէ: Իսկ «բաց երկնքի քա­ղաքականությունը» տվեց այն, որ մենք ար­դեն ավիացիա չունենք: «Բաց երկնքի քաղաքականությունը» բլեֆ էր:

Իրական զարգացում ունենալու համար չպետք է վերացնեին «Հայկական ավիաու­ղիները»: Դրանից հետո ստեղծվեց «Արմավիան», որը թյուրիմացություն էր: Այն «Հայ­կական ավիաուղիներ»-ի բեկորների վրա ստեղծվեց: Ոչ մի լումա չներդնելով՝ տիրա­ցան «Հայկական ավիուղիներ»-ի շուկա­յին:

Արհեստականորեն սնանկացրեցին, դրեցին մասնավորեցման ծրագրի մեջ ու «վարի» տվեցին: Իսկ ընկերությունն ամենա­քիչն արժեր 100 միլիոն դոլար: Այն պետա­կան ընկերություն էր, մենք մեծ ներդրումներ էինք արել, որ այդ շուկան ունենանք: Ամեն մի չվերթ գործարկելուց առաջ միլիոններ ենք ծախսել, մեծ վնասներ կրելով՝ ակն­կալել ենք, որ մեծ եկամուտներ կունենանք: Իսկ այդ ակնկալիքն իրենք են տարել: «Արմավիան» այդպես էլ պետք է վերանար, որովհետև մի «ключник»-ի նշանակեցին, ով ավիրում էր հայկական ավիացիան:

Հետո ստեղծվեց «էյր Արմենիան»: Երբ վերջապես հայկական ընկերություն ստեղծ­վեց, անմիջապես «բաց երկնքի քաղաքա­կանություն» մտցրեցին: Իսկ օգտվեց, իհար­կե, ռուսական ընկերությունը: Մեր շուկան հանձնեցին «Աէրոֆլոտ»-ին:

Ցավոք, միայն ավիացիայի ոլորտը չէ այդ վիճակում: Տոմսերի բարձր գները ևս այդ մոնոպոլի­այի համատեքստում են դիտարկվում: Հիմա ռուսական ընկերություններն են թելադրում տոմսերի գները: Բացի «Աէրոֆլոտ»-ից, այս­տեղ նաև 7-8 ընկերություն կա, բայց դրանք հիմնականում «Աէրոֆլոտ»-ի դուստր ընկե­րություններն են: Մեծ հաշվով «Աէրոֆլոտ»-ն է թելադրողը: «Էյր Ֆրանս»-ն ու «Ավստրիական ավիաուղիներ»-ն էլ հետ չեն մնում. «Եթե դուք վճարունակ եք մենք էլ բարձր գներ կսահմանենք»:

Բացի այդ «Զվարթնոց» օդանավակայա­նում շատ թանկ են սպասարկման գները: Իրենք ասում են, թե գները համեմատելի են միջազգային հայտնի օդանավակայանների գների հետ: Իհարկե, կարող են բարձրացնել գները, բայց միայն այն դեպքում, երբ կդառ­նան այնպիսին, ինչպիսին միջազգային օդանավակայաններն են: Այս ամենին գու­մարվում է օդի հարկը, որն արժե 10 հազար դրամ: Սա էլ էր Ռոբերտ Քոչարյանի ֆիսկալ քաղաքականության արգասիքը: Խնդիր է նաև նավթի գինը, ինչն ևս մենաշնորհային է: Ներկրողները բերում են X գնով, իսկ օդանա­վակայանը 2X գնով այն վաճառում է ավիաընկերություններին:
