Ոռոգման ջրի համար վճարումների հարցն իրոք խնդրահարույց է, շատ են նաև նախորդ տարիների համար չվճարված պարտքերի կուտակումները: Այս մասին Tert.am-ի հետ զրույցում ասաց Ջրային տնտեսության պետական կոմիտեի մամուլի քարտուղար Սոնա Մարտիրոսյանը` անդրադառնալով գյուղացիների կողմից ջրի ոռոգման վարձը վճարելու խնդրին:

«Այս պահին տոկոսային տվյալ ներկայացնել չեմ կարող, քանի որ տարբեր տարածաշրջաններում ցուցանիշները շատ տարբեր են: Բոլոր 14 Ջրօգտագործողների ընկերությունների (ՋՕԸ) կտրվածքով պարբերական տվյալներ կան, սակայն դրանք շատ տարբեր են, և ճիշտ չի լինի այդ ցուցանիշների միջինացումը»,-ասաց նա:

Սոնա Մարտիրոսյանը կարևորեց բնակլիմայական պայմանները և նշեց, որ այս տարին չորային էր, երաշտային, և հանրապետության ողջ տարածքում ոռոգման ջրի պակաս էր զգացվում: 

Նա տեղեկացրեց, որ ընդհանրապես ոռոգման ջրի պահանջը յուրաքանչյուր տարածաշրջանում հաշվարկվում է ըստ տվյալ տարածքը սպասարկող ՋՕԸ-ի հետ գյուղացիների կնքած պայմանագրերի: Այսինքն՝ տարվա սկզբին գյուղացիները պայմանագիր են կնքում ՋՕԸ-ի հետ՝ որոշակի հա հողակտորի համար ոռոգման ջրի պահանջով, և ըստ այդ հաշվարկի էլ տրամադրվում է ջուրը: 

«Անգամ այս տարվա եղանակային պայմանների դեպքում աշխատել ենք այնպես անել, որ պայմանագիր կնքած բոլոր ջրօգտագործողները ստանան ջուր՝ թեկուզ և հերթով: Այնպես որ՝ ջուրը տրամադրվում է հենց ջրօգտագործողի ներկայացրած չափի հողատարածքի հաշվարկով»,-ասաց նա:

Ինչ վերաբերում է սակագնին, ապա նա ասաց, որ ոռոգման ջրի համար հանրապետության ողջ տարածքում գործում է 1 խմ-ի համար 11 դրամ միասնական սակագին: 

«Սակայն, ինքներդ էլ հասկանում եք, որ ջրի ծախսը չի կարող նույնը լինել բոլոր տարածաշրջաններում՝ կախված այն հանգամանքից, թե ինչպես է իրականացվում ջրամատակարարումը՝ ինքնահոս, թե՞ մեխանիկական ճանապարհով»,-ասաց նա և պարզաբանեց, որ մեխանիկական ջրամատակարարման դեպքում ծախսը շատ ավելին է կազմում, օրինակ՝ Խաչիկ համայնքում 80 դրամից ավելի, որոշ տեղերում՝ շատ ավելի:

«Սակայն Հայաստանի բոլոր ջրօգտագործողները վճարում են 11 դրամ: Ջրի ծախսի մնացյալ մասը վճարում է պետությունը: Ինչ վերաբերում է ջրի համար վճարելու հարցին, ապա ՋՏՊԿ-ն այս հարցում ունի հստակ դիրքորոշում: Բոլորը պետք է վճարեն օգտագործված ջրի համար, այնքան, որքան օգտագործել են, ճիշտ այնպես, ինչպես էլեկտրաէներգիայի կամ գազի համար: Յուրաքանչյուր ջրօգտագործող իր հողամասը ջրելուց հետո ստորագրում է մատյանում, այսինքն՝ նա տեսնում է իր անվան դիմաց գրված թիվ՝ իր կողմից օգտագործված ջրի ծավալը: Բոլոր այն դեպքերում, երբ գյուղացին հիմնավոր կասկած ունի, որ իր անվան դիմաց սխալ թիվ է գրված, կամ իր ստորագրությունը կեղծված է, Կոմիտեն պատրաստ է հարցը քննել առանձին: Մյուս բոլոր դեպքերում օգտագործված ջրի համար պետք է վճարվի»,-ասաց նա:

Հարցին, թե ոռոգման ջրի վճարները մուծել չկարողանալու և ընդհանրապես ոռոգման ջրի բացակայության պատճառով որքա՞ն է տուժում գյուղացին և արդյոք նկատում եք միտում, որ դադարեցնի հողի մշակումը և հեռանա երկրից, մամուլի քարտուղարը նշեց. «Նման եզրակացության կարող էինք հանգել միայն ոռոգելի հողատարածքների կրճատման ցուցանիշի հիման վրա, սակայն, բարեբախտաբար, ցուցանիշները դրական միտում ունեն. անցյալ տարվա հետ համեմատած՝ ոռոգվող հողատարածքների ծավալն ավելացել է: Ինչ խոսք, պետք է նշել նաև, որ Հայաստանում մշակվում է ոռոգելի հողատարածքների մոտ կեսը, և սա, իրոք, խնդիր է: Ոռոգվող հողատարածքների ավելացումը Կոմիտեի գերակա խնդիրներից է: Պետք է անել ամեն բան, որպեսզի այս թիվը ևս դրական միտում ցուցաբերի»:
