Հայաստանի Հանրապետության Ազգային ժողովի եւ Բելառուսի Հանրապետության Ազգային ժողովի միջեւ նոյեմբերի 20-ին տեղի է ունեցել համագործակցության միջխորհրդարանական հանձնաժողովի 10-րդ հոբելյանական նիստը, որի ժամանակ ողջույնի խոսքով հանդես է եկել ՀՀ ԱԺ նախագահի տեղակալ Էդուարդ Շարմազանովը: Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ ԱԺ հանրային կապերի վարչությունից, Շարմազանովն իր ելույթում ասել է.

«Հարգելի Բոլեսլավ Կազիմիրի,

հայ-բելառուսական միջխորհրդարանական հանձնաժողովի 10-րդ հոբելյանական նիստի հարգելի մասնակիցներ,

ուրախ եմ ողջունելու ձեզ ՀՀ Ազգային ժողովում: Հուսով եմ, որ այսօրվա նիստի ընթացքում արդյունավետ քննարկումներ կծավալվեն: Մեր երկկողմ խորհրդարանական օրակարգը բավականին հագեցած է. ներառում է ինչպես խորհրդարանականների համագործակցության հարցերը միջազգային հարթակներում, այնպես էլ առեւտրատնտեսական կապերի ընդլայնմանն առնչվող խնդիրները: Հայ-բելառուսական երկկողմ ռազմավարական հարաբերությունների կարեւորագույն կետերից մեկը խորհրդարանական համագործակցությունն է. այդ իմաստով մեր հանձնաժողովն ունի ծանրակշիռ դերակատարում եւ լուրջ անելիքներ:

Հարգելի գործընկերներ,

վերջին տարիների ընթացքում հայ-բելառուսական համագործակցությունն ստացել է նոր բովանդակություն, մասնավորապես մեր խորհրդարանականներն ակտիվ համագործակցում են թե՛ ՀԱՊԿ ԽՎ-ի, թե՛ ԱՊՀ ՄԽՎ-ի եւ թե՛ ԵԱՀԿ ԽՎ-ի շրջանակում: Այնուհանդերձ, թույլ տվեք շեշտել, որ անելիքները դեռեւս շատ են, կան նաեւ թերություններ: Առավել ակտիվ, արդյունավետ եւ համագործակցված աշխատանքի ուղղությամբ պետք է քայլեր ձեռնարկվեն, մասնավորապես երկու երկրների համար զգայուն հարցերում պետք է ունենալ հստակ դիրքորոշում: Այստեղ ուզում եմ նշել, որ դեռեւս 2000 թվականին մեր պետությունները Հավաքական անվտանգության պայմանագրի շրջանակում ընդունել են հայտարարություն, ուր հստակ նշված է, որ ռազմաքաղաքական համագործակցությունը ՀԱՊ-ի անդամ պետությունների միջեւ պետք է ունենա առաջնային նշանակություն երրորդ երկրների նկատմամբ, որոնք չեն մտնում այդ ռազմաքաղաքական պայմանագրի մեջ, այսօր արդեն ՀԱՊԿ-ի: Կարծում եմ՝ մենք բոլորս հասկացանք, թե ինչի մասին է խոսքը:

Նշեմ նաեւ, որ 2016 թվականի հոկտեմբերին մեր երկրների նախագահները ՀԱՊԿ երեւանյան համաժողովի շրջանակում ընդունել են ԼՂ հիմնախնդրի խաղաղ կարգավորման վերաբերյալ հայտարարություն: Անդրադառնալով ԼՂ հակամարտությանը` նշեմ, որ Հայաստանը խնդրի բացառապես խաղաղ կարգավորման կողմնակից է՝ Մինսկի խմբի համանախագահության ձեւաչափի շրջանակում: Բանակցություններում առաջընթաց ապահովելու համար մենք մերժում ենք խնդրի ռազմական լուծումը եւ դատապարտում ռազմատենչ հռետորաբանությունը: Կարգավորման գործընթացում առաջընթաց ապահովելու համար օր առաջ պետք է կյանքի կոչվեն Վիեննայի, Սանկտ Պետերբուրգի եւ Ժնեւի պայմանավորվածությունները: Արցախը հռչակել է իր անկախությունը ԽՍՀՄ օրենսդրության համապատասխան եւ ունի անկախ պետականություն հռչակելու նույնքան իրավունք, որքան Բելառուսը, Հայաստանն ու Ադրբեջանը եւ մեր պարտքն է պաշտպանել այդ իրավունքը:
