Բյուջետային հատկացումների կրճատումները չեն բերելու ծառայությունների քանակի ու որակի նվազեցման. պատգամավոր

Կրթության, գիտության, առողջապահության և սոցիալական ապահովության ոլորտներում հաջորդ տարվա բյուջետային հատկացումների նվազումը չի ազդելու մատուցվող ծառայությունների քանակի ու որակի վրա: Լրագրողների հետ հանդիպմանը վստահեցրեց Ազգային ժողովի ֆինանսավարկային և բյուջետայինհարցերի մշտական հանձնաժողովի նախագահ Գագիկ Մինասյանը: Պատգամավորի խոսքով`բյուջեն զուտ ֆինանսական ցուցանիշների տեսանկյունից դիտարկելիս պատկերն աղճատվում է, մինչդեռ հնարավոր է ծախսերի օպտիմալացման միջոցով հասնել միջոցների առավել բարձր արդյունավետության: «Օրինակ՝ կրթության ոլորտում միջոցների նվազեցման հիմնական մասը այն աշխատակիցներով է պայմանավորված, ովքեր կրթության հետ ընդհանրապես կապ չունեն: Ես մի թիվ կասեմ, որն ինձ ապշեցրել է, կարծում եմ ձեզ էլ կապշեցնի: Կրթության բնագավառում աշխատողների 1/3-րդից ավելին կրթության հետ բոլորովին կապ չունեն, տեխնիկական աշխատանք կատարող մարդիկ են, երբեմն ուռճացված աշխատացուցակով, այդտեղի կրճատումները կրթության որակի վրա չեն կարող ազդել»,-«Արմենպրես»-ի փոխանցմամբ`ասաց Գագիկ Մինասյանը:
Նրա խոսքով՝ եթե սոցիալական ոլորտում պահպանվեր ֆինանսավորման չափը, բայց ոչ արդյունավետ ծախսեր կատարվեին, ավելի արդարացի չէր լինի, քան երբ այդ միջոցներն ուղղվում են պաշտպանության ու տնտեսական ոլորտ, որտեղ դրա կարիքն ավելի շատ կա: «Ակնհայտ է, որ երկրորդ ճանապարհն է ավելի արդյունավետ»,-ավելացրեց Գագիկ Մինասյանը:
Նա նշեց, որ եթե առաջիկա տարիներին տնտեսական աճը լինի պլանավորվածի չափ` տարեկան միջինը 5 տոկոս, ապա առաջացող լրացուցիչ միջոցները կներդրվեն այն ոլորտներում, որոնց ելքային ցուցանիշները հանրության ու խորհրդարանի համար ավելի կարևոր կհամարվեն: «Դա կլինի ոչ այն պատճառով, որ նախորդ տարվանից մի քիչ շատ հատկացումներ լինեն այդ ոլորտներում, այլ նրա համար, որ դրանք կապահովեն այնպիսի ցուցանիշներ, որոնք հասարակությունն ավելի է կարևորում, քան այլ ոլորտներում ներդրման արդյունքում հասանելի ցուցանիշները»,-նշեց Գագիկ Մինասյանը:
2018 թվականի պետական բյուջեի նախագծով մուտքային մասը կկազմի 1 տրիլիոն 307 միլիարդ դրամ, ծախսային մասը` 1 տրիլիոն 464 միլիարդ դրամ, դեֆիցիտը` 156 միլիարդ դրամ: Նախատեսվում էապահովել 4.5 տոկոսանոց տնտեսական աճ, գնաճը կանխատեսվում է 4 ± 1.5 տոկոս, դեֆիցիտը ՀՆԱ-ի նկատմամբ կազմելու է 2.7 տոկոս, նախորդ տարվա համեմատ բյուջեի աճը`շուրջ 100 միլիարդ դրամ, որոնք ուղղվելու են պաշտպանության, գյուղատնտեսության ոլորտներին, ճանապարհների կառուցմանն ու ոռոգման համակարգի բարելավմանը:
