ՀՀ-ն կարող է համաձայնել միայն այն Ադրբեջանի անդամակցությանը, որը ԵԱՏՄ է մտնում իր ներկայիս փաստացի սահմաններով. Հայկ Խանումյան

ԵԱՏՄ նոր անդամ ներգրավելու համար հարկավոր է բոլոր անդամների հավանությունը: Հայաստանը կարող է համաձայնել միայն այն Ադրբեջանի անդամակցությանը, որը ԵԱՏՄ է մտնում իր ներկայիս փաստացի սահմաններով: Այս մասին Tert.am-ի հետ զրույցում ասաց ԼՂՀ ԱԺ պատգամավոր, «Ազգային վերածնունդ» կուսակցության նախագահ Հայկ Խանումյանը՝ անդրադառնալով ՌԴ ԱԳՆ ղեկավար Սերգեյ Լավրովի հայտարարությանը: Հայկ Խանումյանի կարծիքով՝ Ադրբեջանի անդամակցությունը ԵԱՏՄ-ին մոտ ապագայում հնարավոր չէ, քանի որ վերջինս այս փուլում պատրաստ չէ Արցախի անկախությունը ճանաչել:

-Ռուսաստանի արտգործնախարար Սերգեյ Լավրովը Ադրբեջանի դիվանագիտական ակադեմիայի ուսանողադասախոսական կազմի հետ հանդիպմանը հայտարարել է, որ Ռուսաստանը կողջուներ Եվրասիական տնտեսական միությանն Ադրբեջանի անդամակցումը: Ըստ Ձեզ՝ որքանո՞վ է հավանական Ադրբեջանի անդամակցությունը՝ հաշվի առնելով, որ Հայաստանը նույնպես ԵԱՏՄ կազմում է:

-Չեմ կարծում, որ Ադրբեջանի անդամակցությունը մոտ ապագայում հնարավոր է: ԵԱՏՄ նոր անդամ ներգրավելու համար հարկավոր է բոլոր անդամների հավանությունը: Տվյալ պարագայում Հայաստանը կարող է համաձայնել միայն այն Ադրբեջանի անդամակցությանը, որը ԵԱՏՄ է մտնում իր ներկայիս փաստացի սահմաններով: Իսկ դա նշանակում է Ադրբեջանի կողմից Արցախի Հանրապետության ճանաչում: Քանի որ սա այս փուլում բացառվում է, ապա Ադրբեջանի ԵԱՏՄ անդամակցությունը նույնպես այս փուլում բացառվում է:

-Քաղաքագիտական շրջանակներում շատ է քննարկվում այն հարցը, որ Ռուսաստանը կարող է արցախյան հիմնախնդիրը ի օգուտ Ադրբեջանի լուծել, որպեսզի վերջինս ԵԱՏՄ-ին անդամակցի: Այս սցենարը որքանո՞վ եք հավանական համարում:

-Կարծում եմ՝ Ռուսաստանի դերը գերագնահատված է արցախյան կարգավորման մեջ: Ռուսաստանն իհարկե մեծ ազդեցություն ունի Հարավային Կովկասում, սակայն դա բավարար չէ այս մակարդակի հակամարտությունները կայսրություններին հատուկ եղանակով լուծելու համար, նամանավանդ, որ Հարավային Կովկասը 25 տարուց ավելի է, ինչ կայսրության մաս չէ:

-Ռուսաստանի արտգործնախարար Սերգեյ Լավրովը պաշտոնական այցով Բաքվում է, հանդիպել է Ադրբեջանի նախագահին և արտգործնախարարին, որից հետո այցելելու է Հայաստան և նույն մակարդակով հանդիպումներ ունենա: Հայաստանի և Ադրբեջանի նախագահների կազանյան հանդիպման օրերին մամուլում քննարկվում էր արցախյան հիմնախնդրի կարգավորման «Լավրովի պլանը»։ Հնարավո՞ր է, որ այս օրերին էլ է այդ պլանը քննարկվում:

-2007թ.-ից սկսած բանակցությունների սեղանին «Մադրիդյան սկզբունքներ» անվամբ հայտնի առաջարկներն են, որոնց շուրջ Հայաստանը միշտ էլ քննարկումներ է անցկացրել: «Լավրովի պլանը» այդ առաջարկների ձևափոխված տարբերակն է: Միջնորդների դերը հենց առաջարկներ անելն է, իսկ հակամարտության կողմերը, ենթադրվում է, քննարկում են դրանք միջնորդների հետ: Նշեմ միայն, որ Մադրիդյան սկզբունքներում արտացոլված առաջարկների հիմնական մասը մերժելի է արցախյան քաղաքական բոլոր ուժերի համար, որոնք դրանց շուրջ բազմաթիվ անգամ արտահայտվել են հրապարակայնորեն:
