«Doing Business» ամենամյա զեկույցը՝ Հայաստանի առաջընթացի մասին

Հրապարակվել է Համաշխարհային բանկի «Doing Business 2016. «Կանոնակարգիչ դաշտի որակի ու նպատակային արդյունավետության գնահատում զեկույցը»», որի համաձայն` տարածաշրջանի 25 երկրներից 23-ում արձանագրվել է 58 բարեփոխում:

13 տարիների ընթացքում «Doing Business»-ը դարձել է ամենամյա ամենազդեցիկ զեկույցներից մեկը: Զեկույցում վերլուծություններ են կատարվում ոչ այնքան հարաբերական և ավելի տեսանելի տնտեսական ցուցանիշների և մակրոտնտեսական չափանիշների, որքան խորքային և ներդրված ցուցանիշների հիման վրա, ինչպիսիք են բիզնես կառավարման բնույթը, կարգավորման համակարգը և այլն: Բացի այդ, կարևոր է այն հանգամանքը, որ «Doing Business»-ի միավորները երկարաժամկետ հետևանքներ են ունենում տնտեսության առողջացման և աճի ապահովման տեսանկյունից:

Զեկույցի համաձայն՝ Հայաստանն աշխարհի 26 այլ տնտեսությունների շարքում է, որոնք իրականացրել են երեք կամ ավելի բարեփոխում, այդպես է վարվել աշխարհի տնտեսությունների միայն 14 տոկոսը: Նախորդ տարվա զեկույցի արդյունքների համեմատ Հայաստանն այս տարի ամենաբարձր ցուցանիշից առաջ է անցել 3 միավորով: Ցուցանիշների տեսանկյունից, եթե «Doing Business 2015» զեկույցում Հայաստանը զբաղեցնում էր 38-րդ տեղը, ապա «Doing Business 2016» զեկույցում Հայաստանը զբաղեցրել է 35-րդ տեղը:

Ըստ զեկույցի՝ Հայաստանը բարելավումներ է արձանագրել 3 ուղղություններով՝ ի տարբերություն նախորդ տարվա զեկույցի, որի համաձայն՝ Հայաստանն առաջընթաց ուներ միայն բիզնես սկսելու ուղղությամբ: Առաջին հերթին Հայաստանը հեշտացրել է շինարարական թույլտվությունների հետ կապված գործընթացը՝ իր դիրքերը բարելավելով 10 կետով և անցյալ տարվա 72-րդ հորիզոնականից տեղափոխվելով 62-րդ հորիզոնականը:
Սահմանային առևտրի ուղղությամբ բարելավումների առումով՝ ԵՏՄ-ին անդամակցելու արդյունքում Հայաստանը կրճատել է ՌԴ-ի հետ առևտրի փաստաթղթային ու սահմանային ընթացակարգերի ժամանակն ու ծախսերը: Արդյունքում ներկրման համար պահանջվող ժամանակը 50 ժամից նվազել է՝ մոտավորապես կազմելով 3 ժամ: Այս ցուցիչով երկիրը 58-րդ հորիզոնականից հայտնվել է 29-րդ տեղում:

Բարեփոխումները պայմանագրերի կիրարկման ուղղությամբ Հայաստանը 36-րդ հորիզոնականից հայտնվել է 28-րդում: Հայաստանի առաջընթացն այս առումով պայմանավորված է նրանով, որ համապատասխան ոլորտը կարգավորող նոր օրենքի համաձայն, որով գործող դատավորների նշանակումը կատարվում է պատահականության սկզբունքով ու ամբողջովին ավտոմատացված համակարգի միջոցով, դյուրացվել է պայմանագրերի կիրարկման հարցը Հայաստանի բոլոր դատարաններում: 
Բիզնես սկսելու առումով Հայաստանն աշխարհում լավագույն երկրների շարքում է (189 տնտեսությունների շարքում զբաղեցնում է 5-րդ հորիզոնականը), իսկ սեփականության գրանցման տեսանկյունից գտնվում է 14-րդ հորիզոնականում:

Ամփոփելով նշենք, որ զեկույցում արձանագրված՝ Հայաստանի տնտեսության երեք ուղղություններում արձանագրված բարեփոխումները կնպաստեն Հայաստանի բիզնես-միջավայրի բարելավմանը և բարենպաստ պայմաններ կապահովեն ներդրումներ ներգրավելու ուղղությամբ:
