Ահազանգ. պաշտպանության նախարարին ուղղված նամակները մնում են անպատասխան, իսկ խնդիրները՝ չլուծված
SOCIETYՊարզվում է Պաշտպանության նախարարության «թեժ գծի» հեռախոսահամարը մշտապես զբաղված է: Հիմնականում ժամերով զանգահարելուց հետո է միայն հնարավոր լինում կապ հաստատել նախարարության հետ և համակարգում առկա որևէ խնդիր փոխանցել: Հույս ունենք, որ այդ զբաղվածությունը ոչ թե հեռախոսավարների անգործության, այլ՝ գերծանրաբեռնված աշխատանքի հետևանք է, բայց որ «թեժ գիծը» փաստացի չի կատարում իր ֆունկցիան՝ փաստ է:
Խնդիրն այն է, որ եթե հեռախոսազանգերը չեն դադարում, խոսում է այն մասին, որ համակարգում առկա խնդիրները սպասվածից շատ են, ինչից էլ հետևում է, որ ոչ բոլոր հարցերն է հնարավոր լինում տեղ հասցնել, էլ չենք ասում արագ արձագանքելու հնարավորության մասին: Ու եթե հիմնականում այս խողովակով բարձրացրած հարց ու պատասխանները չեն դառնում վիճակագրություն ու ներակացվում հասարակությանը, ուրեմն կարելի է հանգիստ պնդել, որ «թեժ գծով» հնչեցված շատ հարցերի մասին չի իմանում նաև նախարարը:
Քաղաքացի, զինծառայող – նախարար կապը չի գործում նաև գրավոր ներկայացված դիմում–բողոքների դեպքում: Պարզվում է, որ նախարարին ուղարկված նամակը շատ հեշտ ու հանգիստ կարող է «կորչել», երբ օրինակ՝ սահմանամերձ գյուղում ապրող քաղաքացին ընտրել է կայքում նշված հասցեով նամակ ուղարկելու տարբերակը:
Ստացվում է, որ բարձրացված շատ հարցեր այդպես էլ չեն հասնում նախարարին: Փոխարենը, դրանք միջին օղակներում թեթև պտույտ կատարելուց հետո, շատ հանգիստ կարող են «կորչել» որևէ չինովնիկի դարակում, ու՝ վերջ: Ստացվում է, որ քաղաքացու հարցը ոչ միայն չի լուծվում, այլ՝ «հետ» է գալիս ու կրկին հարվածում նույն այն քաղաքացուն, ով որոշել էր իր խնդրով դիմել պաշտպանության նախարարին:
«Փաստի» ձեռքի տակ այս պահին կան փաստեր, համաձայն որի մոտ 4ամիս առաջ Վիգեն Սարգսյանին ուղղված նամակի պատասխանն այդպես էլ չի հասել քաղաքացուն, իսկ միջին օղակի չինովնիկներն առանց լիարժեք հիմնավորման, շարունակում են տարբեր սցենարներով ճնշում գործադրել նույն այդ դիմումատուի ընտանիքի անդամների վրա:
Ու եթե իսկապես ցանկություն կա պետական մակարդակով բարձրացնել պաշտպանության գերատեսչության հանդեպ հասարակության կարծիքը, ապա պետք է որ նման արհամարհական վերաբերմունք չլինի, այն էլ սահմանամերձ գյուղում ապրողի ու 20–25 տարի հայրենիքին ծառայած ու զորացրված զինվորականի ընտանիքի հանդեպ:
Այնուամենայնիվ, այս պահին արձանագրենք, որ ՊՆ–ին ուղարկված նամակներից շատերը մնում են «օդում», իսկ մարդիկ շարունակում են անպաշտպան ու անօգնական մնալ ու այդպես էլ չեն կարողանում «խեղդվելուց» փրկվել համակարգի «փչացած հեռախոսի էֆեկտով» աշխատելու պատճառով:
