Գագիկ Մինասյանը ԵՄ-ՀՀ նոր համաձայնագիրը կարևոր է համարում ԼՂ խնդրի կարգավորման տեսանկյունից

ՀՀ-ԵՄ Համապարփակ և ընդլայնված գործընկերության համաձայնագիրը Լեռնային Ղարաբաղի հիմնահարցի կարգավորման առումով կարևորագույն խնդիր է լուծում: Այս մասին լրագրողների հետ հանդիպմանը հայտարարեց ՀՀ Ազգային ժողովի ֆինանսավարկային և բյուջետային հարցերի մշտական հանձնաժողովի նախագահ Գագիկ Մինասյանը:
«ԵՄ-ի հետ համաձայնագրում ԼՂ հատվածում հստակ արձանագրվում է, որ նրանք սատարում են եռանախագահների կողմից իրականացվող Մինսկի գործընթացին, նրանք համարում են, որ խնդիրը պետք է կարգավորվի Հելսինկյան եզրափակիչ ակտի երեք հիմնարար դրույթների կիրառմամբ, որոնք են ուժի ու ուժի սպառալիքի չկիրառումը, տարածքային ամբողջականությունն ու ժողովրդի ինքնորոշման իրավունքի իրացումը: Այնտեղ արձանագրված է նաև, որ նրանք հիմնվում են ՄԱԿ-ի կանոնադրության վրա»,-«Արմենպրես»-ի հաղորդմամբ՝ ասաց պատգամավորը: Գագիկ Մինասյանի դիտարկմամբ՝ ՄԱԿ-ի կանոնադրության վկայակոչումը կարևոր է նրանով, որ այդ փաստաթղթում արձանագրվում է, որ ազգերի ինքնորոշումը նպատակ է, իսկ տարածքային ամբողջականությունը ընդամենը՝ միջոց: Սա ըստ Մինասյանի՝ հաստատում է ԼՂ խնդրի կարգավորման առնչությամբ Հայաստանի ու միջազգային հանրության մոտեցումները, որոնք, Ադրբեջանը ոչ մի կերպ չի կարողանում ընդունել:
Պատգամավորի խոսքով՝ Ադրբեջանի իշխանությունները թունավորել են իրենց հասարակությանը այն գաղափարներով, որ կարող են խնդրի կարգավորման սեղանին դրված սկզբունքներից միայն մեկով առաջնորդվել, մինչդեռ անկախ միջնորդների, այդ թվում՝ ՌԴ արտաքին գործերի նախարար Սերգեյ Լավրովի կողմից մատնանշվել է, որ կարգավորման փաստաթղթերի համախմբումն այնպիսին է, որ դրանցից ընտրողաբար որևէ հատված վերցնելով, հնարավոր չէ հասնել հաջողության, քանի որ դրանցից յուրաքանչյուրը լրացնում է մեկը մյուսին: «Ադրբեջանում չեն պատկերացնում, որ իրենց սահմաններից դուրս ամբողջ աշխարհը խնդրի կարգավորումը տեսնում է երեք սկզբունքների համադրմամբ»,-ասաց Գագիկ Մինասյանը:
Ըստ Մինասյանի՝ երեկ ստորագրված երկու փաստաթղթերում՝ Համապարփակ և ընդլայնված համաձայնագրում, ինչպես նաև Արևելյան գործընկերության գագաթնաժողովի հռչակագրում իրենց հաստատումն են գտել Սանկտ Պետերբուրգում և Վիեննայում ձեռք բերված պայմանավորվածությունները. խաղաղության ամրապնդումն ու հրադադարի պահպանման ռեժիմը շփման գծում:
«Մենք մտավախություն ունեինք, որ ադրբեջանական լոբբին կարող էր ստեղծել մի իրավիճակ, որ կարող էինք վերապահումով ստորագրել այդ փաստաթուղթը, սակայն իսկապես Հայաստանի արտաքին գերատեսչության և անձամբ ՀՀ Նախագահի ջանքերի շնորհիվ հնարավոր եղավ այդ փաստաթութղը ներկայացնել ու վավերացնել այն տեսքով, որը որևէ շանս չի տալիս Ադրբեջանին»,-ավելացրեց Գագիկ Մինասյանը:
