ՀՀ քննչական կոմիտեի նախագահի տեղակալ Արթուր Ղամբարյանն ընդունել է ԵԽ պատվիրակությանը

ՀՀ քննչական կոմիտեի նախագահի տեղակալ Արթուր Ղամբարյանը նոյեմբերի 28-ին ընդունել է Եվրոպայի խորհրդի մարդու իրավունքների ազգային իմպլեմենտացիայի վարչության ներկայացուցիչներ Մարիա Օրեշկինային, Տիգրան Կարապետյանին և Հայաստանում ԵԽ-ի մարդու իրավունքների ազգային իմպլեմենտացիայի վարչության ծրագրերի համակարգող Գայանե Հովհաննիսյանին:
Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ քննչական կոմիտեից, կողմերը բարձր են գնահատել ԵԽ-ի և ՀՀ քննչական կոմիտեի միջև արդեն ձևավորված համագործակցությունը՝ ինչպես վերապատրաստումների հարցում, այնպես էլ` էլեկտրոնային նախաքննության ծրագրի վերանայման գործընթացում, և նախանշել համագործակցությունը զարգացնելու նոր ուղղություններ։
Մասնավորապես, քննարկվել է ՄԻԵԴ-ի նախադեպերի համատեքստում խոսքի ազատությանը վերաբերող հարցերի լայն շրջանակ՝ կարևորելով քննիչների և զանգվածային լրատվության միջոցների ներկայացուցիչների գործառույթների ու խնդիրների, խոսքի ազատության և նախաքննական գաղտնիքի հարաբերակցության ուսումնասիրումն ու համապատասխան ձեռնարկի մշակումը՝ հաշվի առնելով ԵԽ-ի չափորոշիչները։
Կողմերը քննարկել են նաև անչափահասների հարցաքննության սենյակներում տեսաձայնագրման սարքերի ներդրման հնարավորությանը և տեխնիկական այլ աջակցության տրամադրմանը վերաբերող հարցեր, կարևորել HELP վերապատրաստման ծրագրով ընտանեկան բռնության դեպքերի վերաբերյալ գործերի, երեխաների դեմ ուղղված հանցագործությունների քննության վերաբերյալ գործնական հմտությունների ձևավորման համար աշխատանքների իրականացումը, նախքան ՀՀ քրեական դատավարության նոր օրենսգրքի ուժի մեջ մտնելը ՀՀ քննչական կոմիտեի քննիչների վերապատրաստման կազմակերպումը՝ դատավարական փոփոխություններին իրազեկ լինելու և միասնական պրակտիկա ձևավորելու առնչությամբ:
