Սամվել Կարաբեկյան. «Կրթության` մինչև 2030 թ. զարգացման պետական ծրագիրը փոփոխության կարիք ունի»
SOCIETYՈրակ, մատչելիություն, արդյունավետություն. սրանք կրթության զարգացման առաջնահերթություններն են: Համաձայն «Հայաստանի Հանրապետության կրթության մինչև 2030 թվականը զարգացման պետական ծրագրի»՝ կրթության ոլորտում հիմնական գերակայությունը որակի բարձրացումն է։
Կրթության բարելավման քաղաքականությունը պետք է զուգորդվի մատչելիության և համակարգի արդյունավետության բարձրացմանն ուղղված միջոցառումներով։ Կրթության և գիտության նախարարությունում «ՀՀ կրթության` մինչև 2030 թ. զարգացման պետական ծրագրի» նախագծի վերաբերյալ հանրային քննարկում է տեղի ունեցել՝ ՀԿ–ների, հիմնադրամների և նախաձեռնությունների, ինչպես նաև կրթության փորձագետների մասնակցությամբ: Ըստ փորձագետների՝ ծրագիրը, սակայն, չի տալիս այն հարցի պատասխանը, թե ինչպես է այդ զարգացումն ապահովվելու:
Կրթության փորձագետ Սամվել Կարաբեկյանը«Փաստ» օրաթերթի թղթակցի հետ զրույցում նշեց, որ ծրագիրը թերի է: Այն վերանայման կարիք ունի:
«Բացարձակապես չկա այսօրվա դրությամբ կրթության որակի գնահատման արդյունքները, որոնց հիման վրա կարելի է ներկայացնել խնդիրները կամ նպատակները, և դրանց ուղղությամբ մշակել կրթության զարգացման պետական ծրագիրը: Սա բավական լուրջ բացթողում է»,– ներկայացրեց նա:
Կարաբեկյանը ծրագրում տեղ գտած մի ձևակերպման վրա էլ է ուշադրություն դարձրել: Այնտեղ, որպես կրթության զարգացման գլխավոր նպատակ նշվում է ազգային շահերին լիարժեք ծառայելը։ Այնինչ, փորձագետի խոսքով, դա ոչ կոնկրետ ձևակերպում է, որը կարող է դառնալ գործիք՝ իշխանական շրջանակների կողմից տարբեր տեսակի քաղաքական շահարկումների համար։
«Կրթական համակարգի գլխավոր խնդիրներից մեկն է ազգային շահին ծառայելը: Ազգային շահ հասկացությունը հստակ չէ, որովհետև այն հասարակության տարբեր հատվածներում տարբեր կերպ է ընկալվում: Մեկը համարում է, որ այս քաղաքականությունն է ավելի համապատասխանում ազգային շահին, մյուսը՝ ոչ: Եվ կրթական համակարգը դարձրել են նման հասկացությանը միտված ծրագիրը, իսկ սա նշանակում է՝ կրթությունը ծառայեցնում են այն ուժին, որը տվյալ պահին իշխանության ղեկին է»,– նկատեց փորձագետը:
Նրա դիտարկմամբ՝ կրթական համակարգի համար շատ կարևոր մի շարք հենքային հասկացություններ ևս բացակայում են:
«Ծրագիրը թերի է և շատ լուրջ վերամշակման կարիք ունի: Ծրագրի գաղափարախոսությունը կամ ամբողջ կառուցվածքը պետք է փոխել: Փիլիսոփայությունն ի սկզբանե լուրջ փոփոխության կարիք ունի»,– կարևորեց Սամվել Կարաբեկյանը:
Նշենք, որ «Հայաստանի Հանրապետության կրթության մինչև 2030 թվականը զարգացման պետական ծրագիրը» մշակվել է՝ հաշվի առնելով Հայաստանի Հանրապետության 2014–2025 թթ. հեռանկարային զարգացման ռազմավարական ծրագիրը, ՄԱԿ–ի «Փոխակերպենք մեր երկիրը. Մինչև 2030 թվականը կայուն զարգացման օրակարգը» և «Կրթություն 2030. Դեպի ներառական և արդարացի որակյալ կրթություն ու կրթություն ողջ կյանքի ընթացքում բոլորի համար» հռչակագիրը։
