Սոցապնախարարության նոր կարգն էլ չի փրկի
SOCIETYՀաշմանդամություն ունեցող անձանց տրամադրվող լսողական ապարատներն ու հաշմանդամի սայլակներն այսուհետև կտրամադրեն հավաստագիր ստացած կազմակերպությունները։
Մինչև 2017 թվականի վերջը նախատեսվում է տրամադրել 1100 լսողական սարք և շուրջ 600 հաշմանդամի սայլակ։
ՀՀ աշխատանքի և սոցիալական հարցերի նախարար Արտեմ Ասատրյանի խոսքով՝ մինչ վերջին փոփոխությունները հնարավոր չէր լինում տարվա ընթացքում բավարարել բոլորին։
«Սահմանափակ էր թվաքանակը և որևէ տեսակի սպառվելու դեպքում քաղաքացին պետք է ստանար այլ պայմաններին համապատասխանող սարք կամ սայլակ, կամ պետք է սպասեր։ Այս պարագայում, երբ մենք տրամադրում ենք հավաստագրեր, շուկայում ձևավորվել է բավականին մրցակցային միջավայր՝ 4-5 կազմակերպություն դիմել են նախարարություն և հավաստագրվել են ու մատուցում են ծառայություններ։ Սա նշանակում է, որ քաղաքացին իրեն հատկացված հավաստագրով կարող է այցելել ցանկացած այդպիսի կազմակերպություն, ձեռք բերել իրեն համապատասխան պարագաներ»,- ընդգծեց նախարարը:
Նա հավելեց նաև, որ հաշմանդամություն ունեցող անձը, եթե ավելի ցածր գնով կարողանա ձեռք բերել սայլակը, ապա կարող է օգտվել նաև բազմաթիվ այլ օժանդակ պարագաներից։
«Ես անձամբ շփում ունեմ սայլակների տրամադրման խնդիրների հետ, և մեզ շատ են մոտենում հաշմանդամություն ունեցող անձինք, ում կարիքներին չի համապատասխանում գնային հավաստագրի չափը։ Գումարային ցենզը խանգարում է մեզ ընտրել սայլակներ։ Նույնը կարող եմ ասել նաև լսողական սարքերի վերաբերյալ»,- ընդգծեց հաշմանդամների «Փյունիկ» միության Գյումրու մասնաճյուղի ղեկավար Արմենուհի Նիկողոսյանը։
Նա ընդգծեց նաև, որ իրենք կանգնել են մի խնդրի առաջ, քանի որ հավաստագրերով չեն կարող քայլակներ և հենակներ ձեռք բերել: Ի դեպ, լսողական սարքերը թարմացվում են 2 տարին մեկ, իսկ սայլակները՝ 3։
Հավաստագրերի համաձայն լսողական ապարատների համար նախատեսված է 30.000 դրամ, իսկ սայլակների՝ 95.000 դրամ։
