Փոխնախարարը վստահեցնում է`օրենսդրական փոփոխությունները կմեծացնեն արևային էներգետիկայի հզորությունները

Էներգետիկայի և էներգախնայողության ոլորտներում առաջարկված օրենսդրական փոփոխություններն ուղղված են մեծացնելու արևային էներգետիկայի հզորություններն ու մասսայականացնելու ինքնավար էներգաարտադրությունը: Այս մասին դեկտեմբերի 4-ին ֆեյսբուքյան ասուլիսի ժամանակ հայտնեց ՀՀ էներգետիկ ենթակառուցվածքների և բնական պաշարների փոխնախարար Հայկ Հարությունյանը, ով պարզաբանումներ ներկայացրեց  օրենսդրական նախաձեռնությունների վերաբերյալ: «Մենք նպատակ ենք դրել մաքսիմալ զարգացնել ոլորտը, որպեսզի բոլոր առանձնատների, բազմաբնակարան շենքերի տանիքներում տեղադրվեն արևային վահանակներ»,-«Արմենպրես»-ի փոխանցմամբ` ասաց Հայկ Հարությունյանը:

Նա հիշեցրեց, որ կառավարության կողմից հավանության արժանացած օրենսդրական փոփոխություններով` իրավաբանական անձանց համար առաջարկվում է սեփական կարիքների համար արտադրվող էներգիայի 150 կՎտ սահմանաչափը հասցնել 500 կՎտ-ի։ «Իրականում սա շատ առաջանցիկ քայլ է, աշխարհի որևէ երկրում դեռևս այսպիսի պայմաններ չկան»,-ասաց փոխնախարարը:

Ինչ վերաբերում է «Էներգախնայողության և վերականգնվող էներգետիկայի մասին» օրենքում առաջարկվող փոփոխություններին, ապա դրանցով կփոխվեն վերականգնվող էներգետիկ ռեսուրսներ օգտագործող ինքնավար էներգաարտադրողի և էլեկտրաէներգիայի բաշխման լիցենզիա ունեցող անձի միջև փոխհոսքերի կարգավորման պայմանները, մասնավորապես, փոխհատուցման հաշվարկի մոտեցումը։ «Եթե այժմ փոխհատուցումն իրականացվում է ամսական կտրվածքով, ապա առաջարկվում է այն դարձնել տարեկան։ Տարեվերջին բաշխիչ ընկերությունն ամբողջ տարվա կտրվածքով կհաշվարկի ինքնավար արտադրողի հետ ունեցած փոխհոսքերը և միայն դրանից հետո կես գնով կվճարի ավել տրամադրված էլեկետրաէներգիայի դիմաց»,-նշեց փոխնախարարը: Նա հավելեց, որ սա հնարավորություն կտա սպառողներին տեղադրել ավելի մեծ հզորություններ և արևային կայանները դիտարկել նաև որպես ջեռուցման կազմակերպման միջոց։ Այսինքն՝ ամռանը արտադրել հավելյալ էլեկտրաէներգիա, այսպես ասած՝ ի պահ տալ ցանցին, իսկ ձմռանը հետ ստանալ նույն գնով։ Գործող օրենքն այդ հնարավորությունը չէր տալիս, որովհետև փոխհոսքերի հետ կապված հաշվարկը կատարվում էր ամսական կտրվածքով:

Հայկ Հարությունյանը նշեց, որ այլընտրանքային էներգետիկայի զարգացման համար Հայաստանում ստեղծվել են ամենալավ պայմանները` ֆինանսական համապատասխան գործիքների ներդրում շուկայում, կարգավորման դաշտի պարզեցում, սարքավորումների ներմուծման հարկերի զրոյացում: Նա նկատեց, որ թե նախորդ տարվա, թե ընթացիկ տարվա գործողությունները բերել են ու հետագայում էլ կնպաստեն արևային էներգետիկայի հզորությունների կտրուկ ավելացմանը: Մասնավորապես, դեկտեմբերի 1-ի դրությամբ Հայաստանում առկա է ցանցին միացված 138 արևային  կայան` 1.5 մեգավատ հզորության, ևս 38-ը կառուցվում են: Նախարարության գնահատականներով` մինչ տարեվերջ նախատեսվում է ունենալ ցանցին միացված 200 կայան:

«Հայաստանում 2016 թվականի համեմատ 30 անգամ ավելացել է արևային ֆոտովոլտային վահանակների տեղադրումը, 10 անգամ էլ ավելացել է ներմուծող ընկերությունների թիվը: Այս պահին ունենք գործող երեք համակարգային կայան, որոնք միացված են ցանցին` մոտ 2.5 մեգավատ հզորությամբ, 1.5 մեգավատ հզորություն էլ ապահովում են տանիքներին տեղադրված վահանակները»,-ասաց փոխնախարարը` հավելելով, որ աճի տեմպերը կպահպանվեն նաև հաջորդ տարիներին:
