Կառավարությունում կայացել է Կոռուպցիայի դեմ պայքարի խորհրդի նիստը

 ՀՀ վարչապետ Կարեն Կարապետյանի գլխավորությամբ կառավարությունում տեղի է ունեցել Կոռուպցիայի դեմ պայքարի խորհրդի նիստ՝ քաղաքացիական հասարակության ներկայացուցիչների մասնակցությամբ: 

Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ կառավարության տեղեկատվության և հասարակայնության հետ կապերի վարչությունից, խորհրդին է ներկայացվել «Հակակոռուպցիոն մոնիթորինգի պլատֆորմ» կայքը, որտեղ տեղադրվել է Հակակոռուպցիոն ռազմավարությունը և դրա իրականացման 2015-2018 թթ. հակակոռուպցիոն միջոցառումների ծրագիրը: Զեկուցվել է, որ կայքը հնարավորություն կտա հանրությանը վերահսկողություն իրականացնել հակակոռուպցիոն միջոցառումների նկատմամբ, հղել առցանց հարցումներ գերակա ոլորտների գործողություններն իրականացնող մարմինների, ինչպես նաև հակակոռուպցիոն ծրագրերն իրականացնող մյուս գերատեսչությունների պատասխանատուների նկատմամբ: Այժմ ընթացքի մեջ են տեխնիկական աշխատանքները. ակնկալվում է, որ կայքը կսկսի գործել մինչ տարեվերջ:

Օրակարգի հաջորդ հարցով ներկայացվել են «Ազդարարման համակարգի մասին» ՀՀ օրենքից բխող ենթաօրենսդրական ակտերի, համակարգի կայացմանն ուղղված պրակտիկ մեխանիզմները: Զեկուցվել է, որ մշակվել են «Ազդարարման միասնական էլեկտրոնային հարթակ»-ի տեխնիկական նկարագիրն ու վարման կարգը, ինչպես նաև ներքին, արտաքին ազդարարման դեպքում համապատասխան թվային փաստաթղթերի ձևերը և ազդարարին տրվող պաշտպանության միջոցների իրականացման ընթացակարգը: «Ազդարարման միասնական էլեկտրոնային հարթակ»-ի միջոցով ցանկացած ֆիզիկական և իրավաբանական անձ հնարավորություն է ունենալու անանուն ներկայացնել հաղորդագրություն՝ կոռուպցիոն դեպքի հետ կապված: Ընդ որում, հնարավորություն է տրվելու հաղորդում ներկայացնել և անանուն, և հրապարակային տեսքով: Հստակ ներկայացվել են այն երաշխիքները, որոնք ապահովելու են անանունությունը, այն տեխնիկական լուծումները, որոնց միջոցով ազդարարը մուտք գործելով համակարգ՝ ներկայացնելու է համապատասխան հաղորդագրությունը: Ընդգծվել է՝ որևէ մարմին չի կարողանալու պարզել ազդարարի ինքնությունը և այն, թե որ համակարգչից է հաղորդագրությունն ուղարկվել: Քաղհասարակության հետ ակտիվ քննարկումների արդյունքում մշակվել են նաև հաղորդագրությանը ներկայացվող պահանջները: Տեղեկացվել է, որ հրապարակվելու է հստակ վիճակագրություն, թե որքան հաղորդում է ստացվել, քանիսի հիման վրա է հարուցվել քրեական գործ:

Նիստի ընթացքում ներկայացվել է նաև ՀՀ աշխատանքի և սոցիալական հարցերի նախարարության Բժշկասոցիալական փորձաքննության գործակալության կողմից մատուցվող ծառայությունների որակի և թափանցիկության վերաբերյալ հետազոտությունը, որն իրականացվել է Շիրակի, Լոռու, Տավուշի և Արարատի մարզերում: Կարեն Կարապետյանը հանձնարարել է ՀՀ վարչապետի վերահսկողական ծառայությանը, հաշվի առնելով հետազոտության արդյունքները, նշված մարզերում իրականացնել համապատասխան ուսումնասիրություններ:
