ՀՔԾ լրատվական ծառայությունից Past.am-ին տեղեկացնում են, որ ՀՀ գլխավոր դատախազի կողմից ՀՀ հատուկ քննչական ծառայության քննիչի վարույթին հանձնված քրեական գործի նախաքննությունն ավարտվել է: Բացահայտվել է, որ ՀՀ ԱՆ «Դատապարտյալների հիվանդանոց» քրեակատարողական հիմնարկի աշխատակիցն օժանդակել է նույն հիմնարկում պատիժ կրող դատապարտյալի կողմից առանձնապես խոշոր չափի թմրամիջոց ապօրինի ձեռք բերելու փորձին: 

Եվ այսպես. նախաքննության ընթացքում ձեռք բերված բավարար ապացույցների համակցությամբ պարզվել է, որ «Դատապարտյալների հիվանդանոց» ՔԿՀ-ում պատիժ կրող, 15 տարի ազատազրկման դատապարտված Խաչատուր Պետրոսյանը պայմանավորվածություն է ձեռք բերել իր ծանոթ, նախկինում ավազակային հարձակման և շորթման համար դատապարտված Արթուր Մուրադյանի հետ` անձնական օգտագործման համար նրանից առանձնապես խոշոր չափի թմրամիջոց ապօրինի ձեռք բերելու հարցի շուրջ: Իր հանցավոր մտադրության իրագործման խոչընդոտները վերացնելու նպատակով Խ. Պետրոսյանը դիմել է քրեակատարողական հիմնարկի տնտեսական ապահովման բաժնի կրտսեր մասնագետ Հասմիկ Շանոյանին, որպեսզի վերջինս համապատասխան գումարի դիմաց թմրամիջոցը վերցնի Ա. Մուրադյանից և այն տեղափոխի ՔԿՀ:

Հ. Շանոյանը համաձայնվել է դատապարտյալի առաջարկին և այդ նպատակով հանդիպել Խ. Պետրոսյանի ծանոթ Ա. Մուրադյանին, նրանից վերցրել առանձնապես խոշոր չափի` 23,75 գրամ քաշով, տնայնագործական եղանակով պատրաստված «ացետիլացված ափիոն» տեսակի թմրամիջոցը և այն իր մարմնի ինտիմ մասում թաքցնելով տեղափոխել  է «Դատապարտյալների հիվանդանոց» ՔԿՀ: Սակայն 20.07.2017թ.-ին թմրամիջոցը Հ. Շանոյանի մոտ հայտնաբերվել է հիշյալ ՔԿՀ-ի աշխատակիցների կողմից կատարված անձնական խուզարկության ժամանակ: Արդյունքում, Խ. Պետրոսյանի կամքից անկախ հանգամանքներով, վերջինիս կողմից առանց իրացնելու նպատակի առանձնապես խոշոր չափի թմրամիջոց ապօրինի ձեռք բերելու հանցավոր մտադրությունն  ավարտին չի հասցվել:

Այսպիսով, Արթուր Մուրադյանին մեղադրանք է  առաջադրվել ՀՀ քրեական օրենսգրքի 266-րդ հոդվածի 3-րդ մասի 2-րդ կետով` իրացնելու նպատակով առանձնապես խոշոր չափի թմրամիջոց ապօրինի ձեռք բերելու, պահելու և իրացնելու համար, Խաչատուր Պետրոսյանին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 34-268-րդ հոդվածի 3-րդ մասով` անձնական օգտագործման համար, առանց իրացնելու նպատակի առանձնապես խոշոր չափի թմրամիջոց ապօրինի ձեռք բերելու փորձի համար, իսկ դրան օժանդակելու համար Հասմիկ Շանոյանին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 38-34-268-րդ հոդվածի 3-րդ մասով: Ա. Մուրադյանի և Հ. Շանոյանի նկատմամբ որպես խափանման միջոց է ընտրվել կալանավորումը:

Քրեական գործի նախաքննությունն ավարտվել է: Գործը մեղադրական եզրակացությամբ հանձնվել է դատավարական հսկողություն իրականացնող դատախազին` այն հաստատելու և դատարան ուղարկելու համար:

 Ծանուցում. ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
