Կառավարությանն առընթեր պետական գույքի կառավարման վարչության աշխատակազմի ղեկավարի տեղակալ Համլետ Լպուտյանը Բարձրաստիճան պաշտոնատար անձանց էթիկայի հանձնաժողովին է ներկայացրել իր՝ պաշտոնը ստանձնելու 2017 թ. հայտարարագիրը:
Լպուտյանն ունի երեք անշարժ գույք՝ երկու հողամաս և մեկ բնակարան: Որպես շարժական գույք է հայտարարագրել «HONDA FITARIA» մակնիշի ավտոմեքենա: Դրամական միջոցները պաշտոնը ստանձնելու օրվա դրությամբ կազմել են 42 հազար ամերիկյան դոլար, 5 հազար եվրո ու 1 միլիոն 131 հազար դրամ: Եկամուտների համար էլ աղբյուր է ծառայել միայն աշխատավարձը: Մինչ պաշտոնը ստանձնելու օրն ընկած ժամանակահատվածը՝ հունվար–հուլիս ամիսներին, այն կազմել է 2 միլիոն 780 հազար դրամ:
Նշենք, որ Լպուտյանն այս պաշտոնում վերանշանակվել է, և ոչ առաջին անգամ: Այս պաշտոնն է զբաղեցնում դեռևս 2003 թ.–ից, իսկ մինչ այդ էլ՝ 2000–2003 թ. կրկին նույն պաշտոնն էր զբաղեցնում, պարզապես այն ժամանակ կոչվում էր ոչ թե Պետական գույքի կառավարման վարչություն, այլ՝ նախարարություն:
