Խոսրով Հարությունյանը 2018-ի բյուջեն որակեց ռիսկային
POLITICSՀՀ ԱԺ տնտեսական հարցերի մշտական հանձնաժողովի նախագահ Խոսրով Հարությունյանի կարծիքով կառավարությունն իր առաջարկած բյուջեի նախագծով 2018 թվականը հռչակել է հետագա զարգացումներն ապահովելու համար կարողություններն ամբարելու, հնարավորություններ ստեղծելու տարի:
«2009 թվականին, երբ ունեցանք 14 տոկոս անկում, կառավարությունները և քաղաքական մեծամասնությունը նույնիսկ չմտածեցին իրենց սոցիալական պարտավորությունները կրճատելու մասին, որովհետեւ գտնում էին՝ կապ չունի, եկեք գտնենք եղանակներ, բայց սոցիալական նման ծրագրերը չկրճատենք. նույնը եղավ 2014-2015 թվականին:
Այսինքն՝ կառավարությունը շատ լավ գիտակցում էր այն պարտավորությունը, որ ստանձնել է սոցիալական հանրության առջեւ, բայց միաժամանակ հասկանում է, որ անընդհատ պարտք վերցնել աշխատավարձ, թոշակ բարձրացնելու համար, կործանարար է:
Ի՞նչ անել. կառավարությունը ասում է՝ դիտարկենք այս տարին որպես հնարավորություն, որովհետև արտաքին տնտեսական ազդեցություններ էլ են դրան նպաստում, չվերցնենք որևէ լուրջ սոցիալական ծրագրի պատասխանատվություն, բայց փոխարենը փորձենք տնտեսության աճին իրապես նպաստող կապիտալ ներդրումների սեկտորի զարգացման համար իրական հնարավորություններ ստեղծել:
Արդարացված է արդյո՞ք, իհարկե արդարացված է»,-ասաց Խոսրով Հարությունյանը և հավելեց, որ Կառավարության կողմից իր ծրագրերի արդյունավետությունը երաշխավորելու, իսկ խորհրդարանականների կողմից այդ գործընթացը վերահսկելու անհրաժեշտության խնդիր կա:
Նա նաև նշեց, որ բյուջեի նախագիշը բավականին ռիսկային է և կոչ արեց ՀՀ ֆինանսների նախարար Վարդան Արամյանին, որպեսզի ուշադրություն դարձնի դրան:
