Հրայր Թովմասյանը տեսնում է ընտանեկան բռնության դեմ նոր օրենքի անհրաժեշտությունը

ՀՀԿ խմբակցության պատգամավոր Հրայր Թովմասյանը կարծում է, որ արդեն տեւական ժամանակ քննարկվող ընտանեկան բռնության դեմ օրենքի անհրաժեշտությունը կա: «Արմենպրես»-ի հաղորդմամբ՝ նա այս մասին ասաց ՀՀ ԱԺ-ում շարունակվող «Ընտանիքում բռնության կանխարգելման, ընտանիքում բռնության ենթարկված անձանց պաշտպանության և ընտանիքում համերաշխության վերականգնման մասին» օրենքի նախագծի քննարկումների ժամանակ:
«Այս օրենքի նախագծի քննարկումների ժամանակ հասարակությունը բաժանվեց երկու խմբի՝ ձեւավորելով երկու ծայրահեղական կարծիք: Մի մասը մտածում է, որ այս օրենքով բոլոր ընտանիքները քանդվելու են, իսկ մյուս մասը՝ որ բոլոր ընտանիքները փրկվելու են: Պետք է արձանագրել, որ ոչ մեկն է լինելու, ոչ մյուսը: Դրանց արանքում ինչ-որ խնդիր կա, որը հենց լուծվելու է: Ցավով պիտի նշեմ, որ մենք ունենք ընտանիքներ, որտեղ կնոջը ծեծելը ատամ մաքրելու նման բան է դարձել, եւ հիմա եթե ուզում ենք, որ դա այդպես շարունակվի, ասենք՝ լավ այդպես է, չհասկանանք, որ դա ազդելու է ընտանիքի երեխայի վրա այն իմաստով, թե ինչ է նա անելու կենցաղում, դպրոցում, բանակում, եկեք ասենք չէ, բայց դա հիմնական ցցուն խնդիրն է, եւ դա լուծելը այս օրենքի հիմնական նպատակն է»,-ասաց Հրայր Թովմասյանը:
Նրա խոսքով՝ թյուր են նաեւ այն տպավորությունները, որ այս օրենքը վերացնելու է ընտանիքի ներսում առկա ավանդական հարաբերությունները:
«Տպավորություն կա, որ այս օրենքի ընդունումից հետո մեր ընտանիքի անձնական փոխհարաբերությունները՝ տեգր, տալ, սկեսուր, սկեսրայր, այսինքն՝ բարոյական նորմերով գործող հարաբերությունները վերանալու են, եւ ընտանիքները առաջնորդվելու են այս օրենքով: Դա չի վերանալու, եւ ոչինչ չի կարող այն վերացնել: Մենք ունենք այդ ավանդույթները, որոնք այդպես էլ պետք է շարունակվեն»,-նշեց Հրայր Թովմասյանը՝ հավելելով, որ համաձայն է այն մտքին, որ բռնություն քարոզող որեւէ երեւույթ ընդհանրապես չպետք է լինի:
ՀՀ խորհրդարանում ընթանում են «Ընտանիքում բռնության կանխարգելման, ընտանիքում բռնության ենթարկված անձանց պաշտպանության և ընտանիքում համերաշխության վերականգնման մասին» օրենքի նախագծի քննարկումները: Օրենքի նախագիծը պատգամավորների քննարկմանը ներկայացրել է ՀՀ արդարադատության նախարարի
