ՀՀ կառավարությանն առընթեր պետական եկամուտների կոմիտեի Խոշոր ու միջին հարկ վճարողների տեսչության պետ Արմեն Սաֆարյանը տեղեկացնում է, որ ավելացել են ստվերի բոլոր դրսևորումները վերացրած հարկատուները: «Արմենպրես»-ի փոխանցմամբ` լրագրողների հետ հանդիպմանն Արմեն Սաֆարյանը շեշտեց հանգամանքը, որ, հարկային մարմնի նախաձեռնած հնարավորությանն ընդառաջ, որոշ հարկ վճարողներ պատրաստակամություն են հայտնել հարկային մարմիններին հասանելի և թափանցիկ դարձնել իրենց հաշվապահական հաշվառման տվյալները՝ անհարկի ստուգումներից զերծ մնալու համար:
Նրա խոսքով` հարկ վճարողներին որպես ռիսկային և ոչ ռիսկային տարանջատումն ունի շարունակական բնույթ և իրականացվում է պարբերաբար՝ յուրաքանչյուր տեղեկատվության և տվյալի թարմացման դեպքում: «Ոչ ռիսկային համարվող հարկվճարողների մասով իրականացվում է հարկային մարմնում առկա և այլաղբյուրներից ստացվող տեղեկատվության մշտադիտարկում և գնահատում, իսկ ռիսկային համարվող հարկ վճարողների մոտ` հետևողական և ինտենսիվվարչարարություն, որը հիմնականում սկսում է կանխարգելիչ, ինքնահայտարարագրման մղող գործողություններով՝ հանդիպումներ, բացատրական աշխատանքներ, իրազեկումներ, գրավոր ծանուցումներ, այնուհետև անհրաժեշտության դեպքում հաջորդում են հսկողականաշխատանքներ՝ ստուգումներ և ուսումնասիրություններ»,-ասաց պաշտոնյան` հավելելով, որ յուրաքանչյուր վերլուծության և գնահատման արդյունքներով ոչ ռիսկային համարվող հարկ վճարողը կարող է համարվել ռիսկային:
Ըստ պաշտոնյայի` վերլուծությունները կատարվում են հորիզոնական ու ուղղահայաց սկզբունքով: Սկզբում իրականացնում են ոլորտային ուսումնասիրություն, բացահայտում են տվյալ ոլորտում առկա օրինաչափությունները, օրինակ, շահութաբերության միջին մակարդակը, աշխատավարձերի միջին չափը: Դրանից հետո սկսում են անհատական վերլուծությունները տվյալ ոլորտում գործող կազմակերպությունների գծով: «Երբ ունենք միջին ցուցանիշներից շեղումներ, այդ կազմակերպություններում խորացնում ենք մեր աշխատանքները` փորձելով բացահայտել խախտումները: Իսկ միջազգային հարցումները, այլ ստորաբաժանումների հետ համագործակցությունը մեզ հնարավորություն է տալիս մաքսիմալ շատ տեղեկատվություն հավաքել, ինչը բավականին օգտակար է լինում վերլուծական աշխատանքներ կատարելիս»,-նշեց Արմեն Սաֆարյանը: Նա հայտնեց, որ իրենց տեսչություն-վարչության կողմից կամերալ ուսումնասիրությունների, անհատական և ոչ ստանդարտ վերլուծությունների արդյունքներով հարկ վճարողներին ուղարկվել են իրազեկումներ և ծանուցումներ, որոնք նախորդ տարվա 11 ամիսների համեմատ ավելացել են մոտ 800-ով:
