2011թ-ից սկսած ՀՀ կառավարութան ջանքերով տրամադրվում են գյուղատնտեսական ցածր տոկոսադրույքով (14%) վարկեր: Կառավարությունը սուբսիդավորում էր գյուղատնտեսական վարկերի 4%-ը, իսկ առավել կարիքավոր համայնքներում (225 համայնք )` 6%:
2011թ. ապրիլի սկզբից մինչև 2014թ. դեկտեմբերի 30-ն ընկած ժամանակահատվածում գյուղատնտեսության մեջ տնտեսավարողներին տրամադրվել է 69.01 մլրդ դրամի 77.5 հազ. միավոր վարկ: Ընդհանուր առմամբ` վարկերի տոկոսադրույքների սուբսիդավորման գումարը կազմել է 2.4 մլրդ դրամ:
Իսկ 2015թ-ի պետբյուջեի միջոցների հաշվին նախատեսված է 2014թ-ի նկատմամբ ավելացնել 33.3%-ով կամ շուրջ 290.5 մլն դրամով (1 մլրդ 163 մլն 13.7 հազ. դրամ` նախորդ տարվա 872 մլն 479.5 հազ. դրամի դիմաց): Դա հնարավորություն է ստեղծում 4%-ի փոխարեն 6%-ով սուբսիդավորել բոլոր համայնքերի տնտեսվարող սուբյեկտների գյուղատնտեսական վարկերը, այսինքն բոլորը կարող ոն 8% տոկոսադրույքով վարկեր:
Հիմա անցնեմ բուն ասելիքիս գյուղացիները հաճախ բողոքում են, որ վարկեր են վերցրել 29% և ավելի տոկոսադրույքով ու բողոքում են՝ չեն կարում տակից դուրս գան: Էս ամենինչի մեղավորը ՈՒՎԿ-ներն են (ունիվերսալ վարկային կազմակերպություն) գնում են համայնքներով ու իրանց «սուպեռ մատչելի» վարկերն են առաջարկում էս գյուղացիներն էլ բանից անտեղյակ վեկալում են: Կամ էլ գնում են բանկ սպառողական վարկ են վերցնում 24%-ով, իսկ ավելի կոնկրետ՝ փաստացի միջինը 31%-ով:
