Հաշմանդամություն ունեցողները «պահեստավորում» էին պետության կողմից ստացած անպիտան սայլակները

Ինչ կտա նոր փոփոխությունը, հետաքրքվում է «Փաստ» օրաթերթը

Այսուհետ հաշմանդամություն ունեցող անձանց տրամադրվող լսողական ապարատներն ու սայլակները կտրամադրեն հավաստագիր ստացած կազմակերպությունները։ Մինչև 2017 թվականի վերջը նախատեսվում է տրամադրել 1100 լսողական սարք և շուրջ 600 հաշմանդամի սայլակ։ Հավաստագրերի համաձայն՝ լսողական ապարատների համար նախատեսված է 30000 դրամ, իսկ սայլակների համար՝ 95000 դրամ։

«Ունիսոն» ՀԿ–ի նախագահ Արմեն Ալավերդյանը «Փաստ»–ի հետ զրույցում նշեց, որ արդեն որոշակի թվով մարդիկ ստացել են հավաստագրեր: Մեր զրուցակցի խոսքով, ծառայությունն իրականացնում են 5 կազմակերպություններ, որոնք Աշխատանքի և սոցիալական հարցերի նախարարության հետ պայմանագիր են կնքել: Իսկ թե փոփոխությամբ որքանո՞վ են լուծվում նշված ոլորտում առկա խնդիրները, ՀԿ նախագահը նշեց.

«Երբ նախկինում անձը պետության կողմից, օրինակ, սայլակներ էր ձեռք բերում, մի շարք խնդիրների էր բախվում: Տեսակը կարող էր չբավարարել հաշմանդամություն ունեցող կոնկրետ անձանց պահանջներին: Չէին բավարարում նաև որակն ու չափսերը: Սայլակն, առհասարակ, անհատական իր է: Խնդիրն այն էր, որ մարդիկ անվճար ստանում էին այն, ինչ–որ կար և շատ հաճախ չէին օգտագործում:

Իսկ հիմա, ճիշտ է, սահմանափակ և բավականին սուղ են միջոցները: Այսինքն՝ հավաստագրի գումարը կարող է չբավարարել անհրաժեշտ սայլակը կամ սարքը գնելու համար: Բայց ստեղծված իրավիճակն ավելի լավ է, քան ոչ մի բան չստանալը կամ էլ անպիտան, և կարևորություն չունեցող պարագա ստանալը: Խնդիրն այսքանով է լուծվում: Հիմա մարդը կարող է հավաստագիր ստանալ, գնալ հինգ կազմակերպություններ, որոնք էլ սայլակներ կամ լսողական սարքեր կտրամադրեն: Արդեն կա ընտրություն և մրցակցություն: Իսկ մրցակցության դեպքում սպառողի շահերն ավելի են պաշտպանված: Այս առումով սա քայլ առաջ է»:

Արմեն Ալավերդյանը շեշտեց, որ եթե մարդը ոչ թե տվյալ պահին, այլ մեկ տարի հետո է օգտագործում իր հասանելիք հավաստագիրը, ապա մեկ տարի հետո այդ գումարը 20%–ով ավելանում է:

«Այդ դեպքում նա կարող է ավելի թանկարժեք և իր համար ավելի պիտանի սարք ձեռք բերել: Իսկ եթե մարդն ընդհանրապես սայլակի կարիք չունի, ենթադրենք, նվեր է ստացել, կամ իր սայլակը չի ուզում փոխել, նա կարող է այդ գումարն օգտագործել սայլակի հետ կապված այլ անհրաժեշտ իրեր ձեռք բերելու համար: Դա կարող է լինել հատուկ բարձիկ, կամ նման ինչ–որ պարագա»,– հավելեց նա:

Անդրադառնալով գումարային 30 և 95 հազար շեմին, ՀԿ նախագահն ընդգծեց.

«Ինչպես մեզ բացատրում են, այս շեմն այն մաքսիմալ միջոցն է, որը պետությունն ունի և պատրաստ է տրամադրել այդ սարքերի համար: Բնականաբար, դա բավարար չէ: Մենք կցանկանայինք շատ ավելին, հատկապես, երբ մարդն իր վիճակից ելնելով պետք է օգտագործի էլեկտրական շարժիչով սայլակ: Այդ դեպքում սայլակի գները կտրուկ աճում են: Բայց բոլոր դեպքերում, փոփոխությունը լավ է, քան ոչինչը:

Գոնե այդպես անձը կկարողանա գումար ավելացնել, իրեն անհրաժեշտ իրը ձեռք բերել, և ոչ թե պարզապես «պահեստավորել» պետության կողմից ստացած սայլակները: Նման շատ դեպքեր են եղել նախկինում, մենք բազմաթիվ փաստեր ունենք շահառուներից»:
