Վարչապետի ձախողված պլանը Գյումրու մասով

Վարչապետը դեկտեմբերի 7-ին այցելել է Գյումրի ու հայտարարել, թե կյանքը երկրորդ քաղաքում սկզբունքորեն փոխվելու է: Այն, որ Կարապետյանի մոտ առանձնահատուկ վերաբերմունք է ձևավորվել Գյումրու նկատմամբ, ակնհայտ է շատ վաղուց: Իսկապես, Կարապետյանն անընդհատ այցելում է Գյումրի, իր միջոցներով փողոցներ վերականգնում, փորձում տուրիստական միջավայրի բարելավման քայլեր փնտրել: Այս քայլերն անշուշտ դրական ֆոն են ստեղծում Գյումրիում ՝ Կարապետյանի մասին: Բայց դրանք ավարտվում են հենց այդ դրական ֆոնով, որովհետև սկզբունքորեն կյանքը չի փոխվում:
Եվ եթե Կարեն Կարապետյանի ՝ որպես մարդու, ով անձնական միջոցներով փորձում է ինչ-որ բան անել Գյումրիում, հնարավոր չէ նախատել, ապա որպես վարչապետի ՝ նրա վերաբերմունքն ու մոտեցումները իսկապես կասկածելի են: Կասկածելի են ոչ թե այն առումով, որ դրանում ինչ-որ դիտավորություն կա, այլ դրանցում չկա հստակ ծրագիր թե ինչպես է փոխվելու կյանքը Գյումրիում, եթե այն չի փոխվում նույնիսկ Երևանում:
Այս նույն հարցը ծագում է նաև այն դեպքերում, երբ Կարեն Կարապետյանը որևէ մարզպետի կամ քաղաքապետի հորդորում է ներդրումներ բերել: Այն դեպքում, երբ ինքն էլ ներդրումներ չի կարողանում բերել չնայած ահռելի կապերին ու ստիպված վարկային ծրագրերն է ներկայացնում որպես ներդրում: Անհասկանալի է, թե ինչպես կարող է որևէ մարզպետ, քաղաքապետ տեղում թռիչքաձև կամ մուլտիպլիկատիվ էֆեկտով զարգացում ապահովել, եթե ինքը ՝ վարչապետը նման թռիչքի ծրագիր անգամ չունի:
Երիցս բախվում ենք այն խնդրին, որին բախվել ենք միշտ. բարի կամքն ու բարի ցանկությունները, ամենաազնիվ ցանկություններն անգամ բավարար չեն: Կարապետյանը կարող է իր անձնական միջոցներով վերականգնել Գյումրու բոլոր փողոցները, բայց սկզբունքորեն կյանքը փոխելու համար պետք է քաղաքական ծրագիր: Իսկ քաղաքական ծրագիր Կարապետյանը չունի ոչ Գյումրու մասով, ոչ էլ առավել ևս ՝ Հայաստանի:
