Կառավարությունը դրական է վերաբերվել Միհրան Պողոսյանի նախագծին, սակայն առայժմ ձեռնպահ է մնում այն ընդունելուց

Ազգային ժողովի Հանրապետական խմբակցության պատգամավոր Միհրան Պողոսյանի՝ Վարչական իրավախախտումների վերաբերյալ» օրենսգրքում փոփոխություններ և լրացումներ կատարելու մասին օրենսդրական առաջարկի վերաբերյալ կառավարության վերաբերմունքը հիմնականում դրական է, սակայն այն ևս մեկ անգամ կքննարկվի: Կառավարության նիստում ՀՀ արդարադատության նախարար Դավիթ Հարությունյանը նշեց, որ նախագծով առաջարկվում է մի շարք վարչական իրավախախտումներով հնարավորություն ընձեռել անձին, որ եթե ութօրյա ժամկետում կամովին կատարի վճարումը, ապա ունենա զեղծված վարչական տուգանք: «Մեր դիրքորոշումը դրական է, սակայն առաջարկում ենք ձեռնպահ մնալ այս նախագծի ներկայացումից ներկա փուլում»,- «Արմենպրես»-ի հաղորդմամբ, ասաց նախարարը:
Հարությունյանի խոսքով՝ այս փուլում ձեռնպահ մնալու պատճառներից մեկն այն է, որ ներկայացվել է վարչական իրավախախտումների վերաբերյալ նոր օրենսգիրքը և առաջարկ կա դա քննարկել այդ քննարկումերի ժամանակ, երկրորդ հանգամանք այն է, որ մտահոգություններ կան այս կամ այն տուգանքի վերաբերյալ:
«Պետք է նշեմ, որ շատ երկրներում նմանատիպ կարգավորումներ կան, մենք կարծում ենք, որ մեր պարագայում պետք է որոշակի սահմանափակումներ մտցվեն, եթե ընդունենք այս հայեցակարգային մոտեցումը»,- ասաց Հարությունյանը:
ՀՀ վարչապետ Կարեն Կարապետյանը հետաքրքրվեց՝ խոսքը տուգանքների՞ մասին էր, այսինքն` նախագծով առաջարկվում է մոտիվացնել, որ արագ վճարեն տուգանքները: Դավիթ Հարությունյանն ասաց, որ, ընդհանուր առմամբ, դրական վերաբերմունք ունեն նախագծի առնչությամբ, բայց առաջարկում է այս պահին ձեռնպահ մնալ ընդունումից: Վարչապետն առաջարկեց նախագիծը վերանայել ու նորից քննարկել:
