Արժեթղթավորման գործընթացների խոչընդոտները կհասցվեն նվազագույնի

Գործադիրը հավանություն է տվել «Ակտիվների արժեթղթավորման և ակտիվներով ապահովված արժեթղթերի մասին», «Ներդրումային ֆոնդերի մասին» և հարակից օրենքներում փոփոխություններ և լրացումներ կատարելու մասին ՀՀ օրենքների նախագծերի փաթեթի վերաբերյալ կառավարության օրենսդրական նախաձեռնությանը:
«Օրենսդրական փոփոխությունների շնորհիվ նվազագույնի կհասցվեն արժեթղթավորման գործընթացների խոչընդոտները, ինչը կնպաստի կապիտալի շուկաների զարգացմանը, ներդրումների ներգրավմանը, փոքր ներդրողների հասանելիությանը կապիտալի շուկային, բանկերի համար էժան ֆինանսավորման ներգրավմանը, վերաֆինանսավորմանը, հիփոթեքային շուկայի զարգացմանը և վարկավորման ծավալների աճին: Հիմնավորման համաձայն, արժեթղթավորումը համարվում է ֆինանսական շուկայի զարգացման կարևորագույն գործիքներից մեկը, քանի որ այն կազմակերպություններին հնարավորություն է տալիս լրացուցիչ դրամական միջոցներ ներգրավել, որոշ իրավիճակներում ֆինանսական ընկերություններին օգնում է պահպանել տնտեսական նորմատիվների պահանջները»,- «Արմենպրես»-ի փոխանցմամբ, ասաց ՀՀ Կենտրոնական բանկի նախագահ Արթուր Ջավադյանը:
Առաջարկվող փոփոխությունները կնպաստեն արժեթղթավորման զարգացմանը՝ ստեղծելով ինովացիոն ներդրումային գործիքներ և բարձրացնելով ներդրումների ու գործընթացների գրավչությունը: Մասնավորապես՝ կապիտալի շուկաների զարգացումը կհանգեցնի նաև փոքր ներդրողների առավել ներգրավվածությանը, բանկերին հնարավորություն կտա նոր գործիքների կիրառման շնորհիվ ավելացնել վարկավորման ծավալները: Նախատեսվում է նաև, որ արժեթղթավորում իրականացնող կազմակերպություններն այսուհետ կստեղծվեն բացառապես ֆոնդի կարգավիճակով:
