POLITICS«Ժողովուրդ» թերթը գրում է.
«Հայաստանում ընդունված նոր Սահմանադրությամբ եւս երկրի նախագահը շարունակելու է համարվել պետության գլուխը, սակայն այդ պաշտոնն ավելի շատ խորհրդանշական բնույթ ունի եւ ընտրվելու է ոչ թե ժողովրդի, այլ խորհրդարանի կողմից:
Ավելին` Սահմանադրությամբ նախատեսված ընթացակարգը նկատի ունենալով` կարելի է պնդել, որ նոր նախագահի ընտրությունները սարերի հետեւում չեն: Նոր Սահմանադրությամբ նախագահի ընտրությունները տեղի կունենան մարտի 1-ից 10-ը: Իսկ նախագահի թեկնածուների առաջադրումը լինելու է փետրվարի 18-ից 28-ը:
Բանն այն է, որ ՀՀ Սահմանադրության 211 հոդվածի համաձայն` նոր լիազորություններով նախագահի առաջին ընտրությունները պետք է տեղի ունենան գործողի լիազորությունների ավարտից ոչ շուտ, քան 40 եւ ոչ ուշ, քան 30 օր առաջ: Իսկ ՀՀ Ազգային ժողովի կանոնակարգ սահմանադրական օրենքի 139 հոդվածով սահմանվում է, որ նախագահի թեկնածուների առաջադրումը պետք է տեղի ունենա գործող նախագահի լիազորությունների ավարտից ոչ շուտ, քան 50 եւ ոչ ուշ, քան 40 օր առաջ:
Ուստի հաշվի առնելով այն փաստը, որ Հայաստանում դեկտեմբերի վերջից մինչեւ հունվարի կեսերը ամանորյա տոների շրջան է, հետեւաբար կարող ենք ասել, որ կոալիցիոն մեծամասնությունը եւ «Ծառուկյան» դաշինք խմբակցությունը նախագահի թեկնածու առաջադրելու հարցում կողմնորոշվելու համար մեկ ամիս ժամանակ են ունենալու:
Ինչու այս երկու ուժերը, որովհետեւ ՀՀ ԱԺ կանոնակարգի համաձայն` նախագահի թեկնածու կարող են առաջադրել պատգամավորների առնվազն մեկ քառորդը: Տվյալ դեպքում ստացվում է, որ նախագահի թեկնածու կարող է առաջադրել իշխող կոալիցիան` իր 65 պատգամավորներով, եւ «Ծառուկյան» խմբակցությունն` իր 31 օրենսդիրներով:
Իսկ քվեարկությունը տեղի է ունենալու փակ գաղտնի եւ առաջին փուլով կընտրվի 79 (պատգամավորների առնվազն 3/4-ը) եւ ավել ձայն ստացած թեկնածուն: «Ժողովուրդ» օրաթերթի փորձերը՝ իմանալու, թե նշված ուժերից ով ում թեկնածությունը կառաջադրի, առայժմ ապարդյուն անցան` «որոշում չունենք» պատասխանով»:
