Հայաստանի նախորդ գումարման բոլոր խորհրդարաններն ունեցել են իրենց անգնահատելի դերը որակյալ օրենքների ընդունման հարցում, սակայն 2017թ. ձևավորված 6-րդ գումարման խորհրդարանի գործառույթները և դերը, հատկապես խորհրդարանական վերահսկողության առումով, բոլորովին այլ են: Ազգային ժողովում «Զինված ուժերի նկատմամբ խորհրդարանական վերահսկողություն» թեմայով միջազգային սեմինարի ընթացքում այս մասին ասաց ՀՀ Ազգային ժողովի ՀՀԿ խմբակցության պատգամավոր, պետական-իրավական և մարդու իրավունքների պաշտպանության հարցերի մշտական հանձնաժողովի անդամ Ռուստամ Մախմուդյանը: «Ժողովրդավարության զարգացմանն ուղղված անհրաժեշտ խորհրդարանական վերահսկողությունը կոչված է ապահովել բաց և թափանցիկ հանրային կառավարում: Վերջինս իրենից ներկայացնում է մի իրավիճակ, երբ քաղաքացին, հասարակական կազմակերպությունները, քաղաքացիական հասարակությունը կարող են իրենց անհրաժեշտ տեղեկատվությունը ստանալ անմիջապես այն տնօրինող պետական մարմնից՝ առանց այլ միջոցի դիմելու: Դա շատ կարևոր է հանրային կառավարման, այդ թվում՝ պաշտպանության ոլորտի կառավարման արդյունավետությունն ապահովելու համար»,- նշեց պատգամավորը:

Ռուստամ Մախմուդյանը նկատեց, որ ՀՀ զինված ուժերի կառավարման ոլորտի թափանցիկության ապահովման ուղղությամբ ձեռնարկված քայլերի մի մասն արտացոլված է Հանրային իրազեկման հայեցակարգում: «Հայեցակարգով սահմանվում է նաև, որ բանակաշինության և զինված ուժերի մասին հասարակության տեղեկացվածությունը բավարար հիմք կդառնա զինվորական կարգապահության և մարդու իրավունքների խախտումները զինված ուժերում բացառելու համար: Մենք կարծում ենք, որ թվարկված գործոններին աջակցության է գալիս խորհրդարանը՝ իր համապատասխան մշտական հանձնաժողովի միջոցով»,- ասաց Ռուստամ Մախմուդյանը:

Նա նշեց, որ զինված ուժերի նկատմամբ խորհրդարանական վերահսկողության համար հիմնական հիմքերն են ՀՀ Սահմանադրությունը, Ազգային ժողովի կանոնակարգ-օրենքը և Ազգային ժողովի աշխատակարգը հաստատելու մասին որոշումը:
