ՀՀ հատուկ քննչական ծառայության լրատվության բաժնի փոխանցմամբ, մահվան ելքով ճանապարհատրանսպորտային պատահարի վերաբերյալ ՀՀ հատուկ քննչական ծառայությունում քննված քրեական գործի նախաքննությամբ պարզվել է, որ ՀՀ արտակարգ իրավիճակների նախարարության Երեւանի փրկարարական վարչության աշխատակից Լեւոն Հակոբյանի ու Երեւանի բնակիչ Արթուր Հակոբյանի թույլ տված ճանապարհային երթեւեկության կանոնների խախտումների պատճառով տեղի է ունեցել ճանապարհատրանսպորտային պատահար, որի հետեւանքով «OPEL» մակնիշի ավտոմեքենայի անչափահաս ուղեւորը մահացել է, իսկ նույն ավտոմեքենայի ուղեւորներից երկուսը միջին ծանրության եւ կյանքին վտանգ սպառնացող ծանր վնասվածքներով տեղափոխվել են բժշկական կենտրոն:

Այսպես, նախաքննության ընթացքում ձեռք բերված բավարար ապացույցներով հիմնավորվել է, որ 05.09.2017թ.-ին` Երեւան քաղաքի Աճառյան փողոցում, Լեւոն Հակոբյանը փորձել է իր վարած «HONDA» մակնիշի ավտոմեքենայով հետադարձ կատարել չթույլատրված վայրից, որով խոչընդոտել է հարեւան երթեւեկության գոտիներով համընթաց շարժվող տրանսպորտային միջոցների, մասնավորապես` Արթուր Հակոբյանի վարած «HUMMER» մակնիշի ավտոմեքենայի երթեւեկությանը: Արթուր Հակոբյանը, ով ավտոմեքենան վարել է սահմանված թույլատրելի արագության գերազանցմամբ, ստեղծված վտանգավոր իրավիճակի պատճառով անսպասելի փոխել է շարժման ուղղությունը եւ թույլ տալով ճանապարհատրանսպորտային կանոնների խախտում` ավտոմեքենան դուրս է բերել հանդիպակաց գոտի ու ընդհարվել նշված երթեւեկելի ուղեմասով ընթացող «OPEL» մակնիշի, այնուհետեւ` «NISSAN» մակնիշի ավտոմեքենաներին: Պատահարի հետեւանքով «OPEL»-ի ուղեւոր, անչափահաս Լ. Մկրտչյանը տեղում մահացել է, իսկ նույն ավտոմեքենայի ուղեւորներից երկուսը, ինչպես վերն արդեն նշվել է, միջին ծանրության եւ կյանքին վտանգ սպառնացող ծանր վնասվածքներով տեղափոխվել են բժշկական կենտրոն: Վթարից հետո Լեւոն Հակոբյանը, թողնելով ճանապարհատրանսպորտային պատահարի վայրը, հեռացել է:

Այսպիսով, ճանապարհատրանսպոտային կանոնների խախտման համար, որն անզգուշությամբ առաջացրել է մարդու մահ, Արթուր Հակոբյանին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 242-րդ հոդվածի 2-րդ մասով, իսկ նույն արարքի եւ ճանապարհատրանսպոտային պատահարի վայրը թողնելու համար Լեւոն Հակոբյանին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 242-րդ հոդվածի 2-րդ մասով եւ 244-րդ հոդվածով: Երկուսի նկատմամբ էլ որպես խափանման միջոց ընտրված է եղել կալանավորումը:

Քրեական գործի նախաքննությունն ավարտվել է: Գործը մեղադրական եզրակացությամբ հանձնվել է դատավարական հսկողություն իրականացնող դատախազին` այն հաստատելու եւ դատարան ուղարկելու համար:
