«Խեղճ» դեպուտատները հայտարարագիր չեն ներկայացնում

Հանրային ծառայության» մասին ՀՀ օրենքով բարձրաստիճան պաշտոնատար անձինք նախատեսված կարգով բարձրաստիճան պաշտոնատար անձանց էթիկայի հանձնաժողով են ներկայացնում գույքի, եկամուտների հայտարարագրեր:
Ցավալի է, բայց սույն օրենքը չի կարգավորում հայտարարագիր չներկայացնելու կամ ակնհայտ սխալ ներկայացնելու իրավական հետևանքները: Դա առիթ է դառնում որոշ բարձրաստիճան մադմուազելներին և պարոններին իրենց ունեցվածքը քողարկել, կամ ներկայացնել այնպիսի հայտարարգիր, որը կարդալով մեղմ ասած կասկածներ են առաջանում:
Ազգային ժողովի յոթ պատգամավորներ՝ ՀՀԿ խմբակցությունից Արման Սահակյանը, Շուշան Պետրոսյանը, Ռուբեն Սադոյանը, Հովհաննես Սոֆոյանը, ԲՀԿ խմբակցության անդամներ Վահան Կարապետյանը, Ռուստամ Գասպարյանը, վերջերս ՕԵԿ շարքերը լքած, այժմ անկախ պատգամավոր Կարեն Բոթոյանը բարձրաստիճան պաշտոնատար անձանց էթիկայի հանձնաժողով չեն ներկայացրել 2014 թ. գույքի ու եկամուտների հայտարարագրեր: Նշված տարում հայտարարագրեր չեն ներկայացրել նաև նրանց հետ փոխկապակցված անձինք՝ ամուսինը, զավակները, ծնողները:
Գրողը տանի, նրանք այնքան զբաղված են որ չեն հասցնում մի երկու էջ բան լրացնել: Չնայած մեր պատգամավորները էնքան «աղքատ են» որ ինչ ներկայացնեն է:
Օրինակ, այս տարի չներկայացնողներից ԲՀԿ-ական Վահան Կարապետյանը երեք տարի առաջ իր հայտարարգրում ներկայացրել էր «MERCEDES-BENZ G 55 AMG KOMPRESSOR» մակնիշի ավտոմեքենա՝ 60 հազար դոլար արժեքով: Իսկ 2013-ին 400 միլիոն դրամով գնել է արտադրական նշանակության շինություն, 40 հազար դոլարով՝ «LEXUS GX 460» մակնիշի ավտոմեքենա: Ով գիտի վերջին երկու տարին մեր անորակ ասֆալտների ու գնաճի պատճառով խեղճ դեպտուտատը կորցրել է իր կարողությունը, իսկ հիմա ամաչում է դրա մասին հայտարարագրոմ գրել:
Վստահ եմ, որ եթե դա լիներ եվրոպական որևէ երկրում, ապա կլինեին մասսայական և լուրջ քննարկումներ: Այս հարցում «էշի ականջում քնած է» նաև էթիկայի հանձնաժողովի նախագահ Վահան Բաբայանը:
Օրենքը անտեսած պատգամավորներին ԱԺ էթիկայի հանձնաժողովը չի շտապում ենթարկել պատասխանատվության:
