Նույնականացման քարտերով քվեարկելու օրինագծի նպատակն ընդունելի և ընկալելի է ՀՅԴ-ի համար

 ՀՅԴ-ի համար ընդունելի և հասկանալի  է նույնականացման քարտերով քվեարկելու օրենսդրական նախաձեռնության նպատակը:

Այս մասին խորհրդարանակն ճեպազրույցների ընթացքում լրագրողների հետ հանդիպմանն ասաց ԱԺ ՀՅԴ խմբակցության ղեկավար Արմեն Ռուստամյանը:«Մենք հասկանում ենք, որ առաջիկայում շատ կարևոր հանրաքվե ունենք, որից կախված է մեր երկրի ապագան, քանի որ մենք արմատապես փոխում ենք կառավարման համակարգը: Ուստի մենք իրավունք չունենք որևէ մեկին անմասն թողնել այս կարևոր գործընթացից: Այսօր շուրջ 182 հազար քաղաքացի ունի միայն նույնականացման քարտ, իսկ գործող օրենսդրութամբ նույնականացման քարտերով քվեարկության մասնակցելը չի թույլատրվում: Մենք պետք է լո ւծում տանք այս խնդրին, սակայն դա պետք է անենք քվեարկության նկատմամբ վերահսկողության լրացուցիչ  մեխազնիմներ ներդնելու եղանակով»,-  ընդգծեց Ռուստամյանը:

Ռուստամյանը հիշեցրեց, որ առաջարկվող օրենսդրական նախաձեռնությունը բարելավելու համար ՀՅԴ-ն ներկայացրել է առաջարկներ, որոնք կարելի է ընդունել և քվեարկության նկատմամբ վստահությունը որոշակիորեն վերականգնել: «Օրինակ, նույն այդ մատները թանաքոտելու տարբերակին, որն առաջարկեցին տարբեր քաղաքական ուժեր, մենք կողմ ենք: Մեծամասնությունն ասում է, որ դա վերահսկողության այնքան էլ արդյունավետ տարբերակ չէ, սակայն եթե դա կարող է որոշակիորեն բարձրացնել վստահությունը քվեարկության նկատմամբ, ապա մենք պետք է դա ընդունենք և առաջ շարժվենք: Միգուցե, դա Õ �յնքան էլ արդյունավետ եղանակ չէ, ինչպես պնդում են մեծամասնության ներկայացուցիչները, սակայն դա այս պահին այնքան էլ կարևոր չէ, որքան քվեարկության նկատմամբ վստահության բարձրացումը»,- եզրափակեց Ռուստամյանը:

Պատգամավորը հույս հայտնեց, որ առաջիկայում քննարկումների արդյունքում հնարավոր կլինի գտնել այն ճանապարհը, որով հնարավոր կլինի կարգավորել խնդիրը և առաջ շարժվել:

Ազգային ժողովն առաջին ընթերցմամբ ընդունել է ՀՀ ընտրական օրենսգրքում և «Նույնականացման  քարտերի մասին» ՀՀ օրենքում փոփոխություններ և լրացումներ կատարելու մասին օրենսդրական փաթեթը: Նախագծով առաջարկվում է սահմանել, որ ՀՀ քաղաքացիները քվեարկությանը կարող են մասնակցել նաև նույնականացման քարտերով: Սահմանվում է նաև, որ անձնագրերը դրոշմակնքվելու են, իսկ նույնականացման քարտերը՝ ոչ: Ընդդիմադիրներն օրենսդրական փաթեթի քննարկման ժամանակ մտահոգություն են հայտնել, որ օրենքի ընդունումը կարող է նպաստավոր պայմաններ ստեղծել կրկնակի քÕ �եարկությունների համար: Նրանք ներկայացրել են բազմաթիվ առաջարկներ խնդիրը կարգավորելու համար: Օրենսդրական նախաձեռնության  հեղինակ, ՀՀ ԱԺ պետաիրավական հարցերի մշտական հանձնաժողովի նախագահ Հովհաննես Սահակյանը խոստացել է մինչև երկրորդ ընթերցում կազմակերպել քննարկումներ և գտնել լուծումներ խնդիրը կարգավորելու համար:
