ՕԵԿ-ն առաջարկում է մինչև հանրաքվեի օրը նույնականացման քարտ ունեցող անձանց ապահովել նաև անձնագրերով

Ազգային ժողովի ՕԵԿ խմբակցությունն առաջարկում է մինչև սահմանադրական բարեփոխումների հանրաքվեն միայն նույնականացման քարտեր ունեցող անձանց ապահովել անձնագրերով, որպեսզի նրանք կարողանան մասնակցել քվեարկությանը: Այս մասին Ազգային ժողովում խորհրդարանական ճեպազրույցների ընթացքում լրագրողների հետ հանդիպմանն ասաց ԱԺ ՕԵԿ խմբակցության պատգամավոր Հովհաննես Մարգարյանը՝ անդրադառնալով նույնակ անացման քարտերով քվեարկելու օրենսդրական նախաձեռնությանը, որն առաջին ընթերցմամբ ընդունվել է խորհրդարանի կողմից:
«Մենք մեր մտահոգությունն ենք հայտնել այս հարցի վերաբերյալ, ներկայացրել ենք մեր առաջարկները, թե ինչպես կարելի է լուծում տալ այս խնդրին: Մենք առաջարկում ենք ընտրական օրենսգրքում և «Նույնականացման քարտերի մասին» օրենքում փոփոխություններ չանել և ամեն ինչ թողնել այնպես, ինչպես կա: Այսինքն, քվեարկության կարելի է մասնակցել միայն անձնագրերով, իսկ այն քաղաքացիներին, ովքեր ունեն միայն նույնականացման քարտ, պետությունը թող ապահովի անձնագրերով»,- ընդգծեց Մարգարյա նը:
Նա նշեց, որ հանրաքվեին դեռ մեկ ամիս ժամանակ կա, և այդ ընթացքում հնարավոր է հաշվարկել բոլոր քաղաքացիներին, ովքեր ունեն միայն նույնականացման քարտեր, ապահովել անձնագրերով մինչև հանրաքվեի օրը: Պատգամավորը նշեց, որ հիմնական խնդիրը նրանում է, որ առաջարկվող նախագծով նույնականացման քարտերը չեն դրոշմակնքվելու, ինչը կրկնակի քվեարկությունները վերահսկելու մեխանիզմ է:
Ազգային ժողովն առաջին ընթերցմամբ ընդունել է ՀՀ ընտրական օրենսգրքում և «Նույնականացման քարտերի մասին» ՀՀ օրենքում փոփոխություններ և լրացումներ կատարելու մասին օրենսդրական փաթեթը: Նախագծով առաջարկվում է սահմանել, որ ՀՀ քաղաքացիները քվեարկությանը կարող են մասնակցել նաև նույնականացման քարտերով: Սահմանվում է նաև, որ անձնագրերը դրոշմակնքվելու են, իսկ նույնականացման քարտերը՝ ոչ: Ընդդիմադիրներն օրենսդրական փաթեթե քննարկման ժամանակ մտահոգություն են հայտնել, որ օրենքի ընդունումը կարող է նպաստավոր պայմաններ ստեղծել կրկնակի քÕ �եարկությունների համար: Նրանք ներկայացրել են բազմաթիվ առաջարկներ խնդիրը կարգավորելու համար: Օրենսդրական նախաձեռնության հեղինակ, ՀՀ ԱԺ պետաիրավական հարցերի մշտական հանձնաժողովի նախագահ Հովհաննես Սահակյանը խոստացել է մինչև երկրորդ ընթերցում կազմակերպել քննարկումներ և գտնել լուծումներ խնդիրը կարգավորելու համար:
