Թանկացումների դեմ պայքարն իր տրամաբանական ավարտին կհասնի միայն օրենսդրական ճանապարհով
SOCIETYԱյս օրերին երկրում քննարկվող թիվ 1 թեման դա թանկացումներն են, ինչի արդյունքում հասարակական խորը դժգոհության և հիասթափության ալիք է բարձրացել: Բնականաբար այս ամենից անմասն չէին կարող մնալ նաև քաղաքական ուժերը, որոնց գործողությունները սակայն խորը վերլուծելով պարզ է դառնում նաև իրական նպատակները: Գաղտնիք չէ, որ Հայաստանում սոցիալական բնույթի խնդիրների լուծման նպատակով կազմակերպվող բողոքի ակցիաներն ու երեթերը սպառել են իրենց և հարկավոր է նոր, ավելի երաշխաորված միջոց, ինչի կիրառման արդյունքում հանրությանը հնարավոր կլինի զերծ պահել հերթական հիաթափությունից:
Ահա և թանկացումների ֆոնին նմանատիպ խոսակցություններն ավելի ակտուալ են դառնում: Դեռևս աշնան սկզբին, երբ թաբկացումներ տեղի չէին ունեցել, «Ծառուկյան» դաշինքի անդմաները, ովքեր տիրապետում են ոլորտին և հստակ գիտեն պլյուսներն ու մինուսները, կանխատեսել էին ներկայիս իրավիճակը և առաջարկել էին, որպեսզի օրենսգրքում մի շարք փոփոխություններ իրականացվի, ինչի արդյունքում էլ հնարավոր կլինի պայքարել թանկացումների դեմ: Բնական է, եթե չի բարելավում հանրության սոցիալական վիճակը, այսինքն աշխատավարձի, թոշակի կամ նպաստի բարձրացում տեղի չի ունենում, ապա թանկացումներն ուղղակի կերպով ազդում են մարդու կենսակերպի վրա:
Խնդիրը առավել քան կենսական նշանակության է, սակայն նրա լուծումը կապել փողոցային պայքարի հետ, ոչ իրատեսական է, ոչ էլ հեռանկարային: Այս դեպքում խնդրի լուծմանը պետք է հասնել օրենսդրորեն, հստակ մշակված ծրագրով, ինչն էլ ժամանակին միայն «Ծառուկյան» դաշինքն էր անում խորհրդարանում, գործելով միայնակ, այն դեպքում երբ հարկավոր էր մյուս խորհրդարանական ուժերի միջամտությունը ևս:
Պարզ է դառնում հիմա արդեն, թե որ քաղաքական ուժը, ինչ նպատակ է հետապնդում թանկացումների դեմ պայքարի իր մեթոդիկայով, բայց որ «Ծառուկյան դաշինքը» ունի քաղաքական համարձակություն և ռեսուրսներ, այն իրագործելու և տրամաբանական լուծման հասցնելու համար, դա անվիճելի փաստ է: Իսկ թե մյուս քաղաքական ուժերը ինչպիսի մոտեցում կցուցաբերեն այս իրադարձության կապակցությամբ, ենթադրությունները այդ ժամանակ կարելի է անել, չնայած արդեն իսկ ամեն ինչ պարզ է:
