Ես գրեթե համոզված եմ, որ իշխանություններն ամեն ինչ անում են և կանեն, որպեսզի հանրաքվեն անցնի առանց միջադեպերի, առանց շահարկման տեղիք տվող փաստերի, կձգտեն հնարավորինս անցկացնել օրինականության շրջանակներում: Ժամնակներն են փոխվել, իրավիճակն այլ է և 1995թ. Սահմանադրության անցկացման բեսպրեդելը կրկնել հնարավոր չէ ու անհնարին է…Իհարկե հիմա էլ կլինեն արջի ծառայություն մատուցողներ, իրենց ցույց տվող պաշտոնյաներ, բայց հաստատ կպատժվեն ու շտաբի անդամներն իրենք առաջին հերթին կպայքարեն նման երևույթների դեմ:
Բայց չեմ հասկանում թե ընդդիմադիրներն ինչու են քամակները ճղում գոռալով հնարավոր խաղտումների, իշխանական լծակների օգտագործման մասին:
Ռուսներն ասում են. <<Кажды думает в меру своей испорченности>>….Հիմա ընդդիմադիրների մի մասն իր իշխանության օրոք ընտրակեղծիքների հիմքերն է դրել, կատարելագործել, կեղծիքներով Սահմանադրություն անցկացրել, հետո գովերգել այդ Սահմանադրությունը, արմատավորել օլիգարխիկ-կլանային համակարգ, կոռուպցիա, պաշտոնական դիրքի ու օրինականության չարաշահումներ ու հիմա այդ ամենը երազողների հետ` ձեռ-ձեռի տված բնականաբար քլնգում են իշխանություններին…
Այն իշխանություններին, որոնց պետական պաշտոնյաների, ղեկավարների գերակշռող մասը նշանակվել, <<դաստիարակվել>>, թրծվել ու բարգավաճել են հենց իրենց օրոք, իրենց թեթև ձեռքով…
Ես համոզված եմ, եթե դուք` բոլորդ լինեք իշխանություն, դուք անպայման կխախտեք և կօտագործեք բոլոր վարչական լծակները…Այնպես որ, լավ կլինի սսկվեք, որովհետև ամեն վատի հիմքն այս երկրում դուք եք դրել…
Ու ոչ մեկդ էլ ՀՀ քաղաքացու հոգսերով չեք տառապում, բացարձակ…Դա անում եք ձեր բարեկեցիկ կյանքն ապահովելու համար: Իսկ ՀՀ քաղաքացուն մնում է ամեն իրավիճակում, ամեն իրադրությունում լինել անհաշտ, օրինապահ, պահանջկոտ, հետևողական, օրինականություն պահանջող, իր շահերի համար պայքարող, չընկճվող…
Նոր սերնդի զավակներն այդպիսին էլ կլինեն ու հուսանք, որ մի տաս տարուց հետո իսկական քաղաքացիական, հասուն հասարակարգ և նորմալ պետություն կունենանք…
Հուսանք…Ու քայլ առ քայլ գնանք դրան, առանց ցնցումների, առանց հեղափոխությունների, առանց ստեղծածը ոչնչացնելու կամ կործանելու…Ցանկացած իշխանության զգացնել տալով մեր շունչն ու հաստատակամությունը…
