Ինչու է Վարդան Օսկանյանը դեմ Սահմանադրության նոր նախագծին

Վարդան Օսկանյանը Ֆեյսբուքյան իր էջում գրում է.
Նոր սահմանադրության նախագծին իմ դեմ լինելը ես տարբեր առիթներով հիմնավորել եմ՝ նշելով բազմաթիվ պատճառներ (տեսե՛ք նախորդ գրառումներս): Իմ՝ դեմ լինելու առանցքային պատճառն այն է, որ առաջարկվող սահմանադրությունը հետքայլ է Հայաստանում արդեն իսկ փխրուն ժողովրդավարությունից:
Ժողովրդավարության աստիճանը որոշվում է նրանով, թե ինչքանով է ժողովուրդը մասնակից լինում որոշումների կայացմանը և կառավարմանը:
Ժողովրդավարության օրրան Աթենքում նույնիսկ կենցաղային հարցերին վերաբերող որոշումները կայացվում էին ամբողջ ժողովրդի մասնակցությամբ: Հետագայում, ելնելով կյանքի իրողություններից և գործնականությունից, այս մոտեցումը հարմարեցվեց և հասցվեց ներկայացուցչական ժողովրդավարության գաղափարին՝ հասնելով մեր օրերը:
Առաջարկվող սահմանադրությունը ժողովրդին էապես հեռացնում է և՛ քաղաքական, և՛ որոշումների կայացման գործընթացներից՝ ժողովրդի դերը հասցնելով նվազագույնի: Հիմնավորեմ՝ ինչու:
Նախ, նախագահն ընտրվում է ոչ թե անմիջապես ժողովրդի, այլ խորհրդարանի կողմից: Նույնը վերաբերում է վարչապետին: Սահմանադրության դրույթների գերակշիռ մասը կարող է փոփոխվել ոչ թե ժողովրդի, այլ խորհրդարանի անդամների 2/3-ի կամքով:
Ավելին, նոր սահմանադրության ընդունումից հետո փոփոխվելիք Ընտրական օրենսգիրքը կարող է իսկական տրոյական ձի դառնալ Հայաստանի ժողովրդավարության համար: Շրջանառվող հուսալի պնդումների համաձայն՝ խորհրդարանական ընտրությունները լինելու են ոչ թե ընդհանրական համապետական ցուցակով, այլ՝ ռեյտինգային և ըստ առանձին ընտրաշրջանների: Դա կնշանակի, որ Հայաստանում համապետական ընտրությունները՝ որպես այդպիսին, ի սպառ կարող են վերանալ: Այլ կերպ ասած՝ խորհրդարանական կայուն մեծամասնությունն էլ ուղղակիորեն չի ընտրվելու ժողովրդի կողմից: Մի խոսքով՝ ժողովրդի դերը հասցվում է նվազագույնի:
Երկրորդ, մեր կառավարման ամբողջ համակարգի խարիսխը լինելու են քաղաքական կուսակցությունները, որոնք այսօր Հայաստանում թերի ինստիտուտներ են: Կա՛մ կայացած չեն, կա՛մ ժողովրդավարական չեն, կա՛մ թափանցիկ չեն, կա՛մ էլ այդ ամենը միասին: Հայաստանում ցանկացած քաղաքական, պետական ինստիտուտ այսօր ավելի կայացած է, քան երկրի որևէ քաղաքական կուսակցություն:
Նման սահմանադրություն կարող են իրենց թույլ տալ միայն այն երկրները, որոնք ունեն ժողովրդավարության ամուր ավանդույթներ և հետևաբար՝ կայացած քաղաքական կուսակցություններ:
