ECONOMICS«Փաստ» օրաթերթը գրում է
Հիշո՞ւմ եք՝ վարչապետը շրջում էր ողջ հանրապետությունով, հանդիպումներ էր ունենում բոլոր մարզերի համայնքապետերի հետ, հորդորում–համոզում էր բիզնես–ծրագրեր ներկայացնել համայնքը աշխուժացնելու համար, խոստանալով միջոցներ հատկացնել:
Ամբողջ այդ «շքերթային» հանդիպումների արդյունքում ներկայացված ծրագրերից մոտ տասնհինգն են հաստատել: Այդ տասնհինգից չորս ծրագրերի հեղինակներն էլ հրաժարվել են, փոշմանել:
Բանն այն է, որ կառավարությունը համայնքապետին ասում է՝ ծրագրերի ծախսերի 30%–ը դու հայթայթիր, իսկ ես կտամ մնացած 70%–ը: Բայց այդ 70%–ը բանկից վարկ է տալիս համայնքապետին՝ 12%–ով:
Այսինքն՝ համայնքապետը կամ ծրագրի հեղինակը այդ 70%–ն էլ պիտի «փակվի» բանկի տոկոսներով հանդերձ: Բա կառավարության տված օգուտը ո՞րն է: Մարդիկ վախենում են՝ եթե հանկարծ բիզնես ծրագիրը տապալվի՝ ահռելի ծախսերի տակ կընկնեն:
Այնպես որ, գործը տեղից չի շարժվում: Առայժմ միայն կոնֆերանսներ են կազմակերպում այդ թեմայով: Ու եղած փողերն էլ այդտեղ մսխում:
Վերջում էլ կհայտարարեն, որ համայնքապետերի պատճառով երկրի տնտեսությունը կաղում է:
