Ֆինանսներին նախարարությունն առաջարկում է կիրառել միասնական գանձապետական հաշիվ

Ֆինանսների նախարարության նախաձեռնությամբ մշակվել է օրենսդրական փոփոխությունների նախագծային փաթեթ, որով առաջարկվում է ներդնել հարկ վճարողների հարկային պարտավորությունների հաշվառման նոր համակարգ՝ ներկայում այդ նպատակով կիրառվող մի քանի տասնյակ գանձապետական հաշիվների փոխարեն կիրառելով ընդամենը մեկ՝ միասնական գանձապետակ ան հաշիվ: Ինչպես տեղեկացրին ՀՀ ֆինանսների նախարարության տեղեկատվության եւ հասարակայնության հետ կապերի բաժնից, ՀՀ ֆինանսների փոխնախարար Արմեն Ալավերդյանը, անդրադառնալով նորամուծությանը, նշել է, որ փաստաթղթի հիմքում դրված հիմնական սկզբունքն այն է, որ հարկ վճարողների կողմից միասնական գանձապետական հաշվին վճարված գումարները դեռևս չեն համարվում պետական բյուջեի հարկային եկամուտներ, քանի դեռ հարկ վճարողը չի ներկայացրել հարկային պարտավորություն արտացոլող հարկային հաշվարկ:
«Հետևաբար, հարկ վճարողը մինչև հարկային հաշվարկների ներկայացումը կարող է փաստացի տնօրինել իր կողմից միասնական գանձապետական հաշվին վճարված գումարները, այդ թվում՝ հետ ստանալ: Միասնական գանձապետական հաշվի ներդրմամբ կվերանա գերավճարներ կուտակելու հնարավորությունը»,-նշել է փոխնախարարը:
ՀՀ ՖՆ Մաշտոցի հարկային տեսչության պետի տեղակալ Արման Կիրակոսյանիխոսքով, տեսչությունում հաշվառված շուրջ 12000 հարկ վճարողների հարկային պատմությունները ներկայում վարվում են թղթային եղանակով. «Օրենսդրական նախաձեռնության արդյունքում հնարավորություն է ստեղծվում հարկ վճարողների անձնական հաշվի քարտը վարել բացառապես էլեկտրոնային եղանակով՝ հնարավորություն ընձեռելով առանց հարկային մարմին այցելելու իրական ժամանակում հետևել անձնական հաշվի քարտի շարժին ու մնացորդներին»,-ասել է Արման Կիրակոսյանը:
Մաշտոցի հարկային տեսչության տեղեկատվության և վերլուծության բաժնի պետ Արուսյակ Սիմոնյանի տեղեկացմամբ, ներկայում գործում է շուրջ 50 գանձապետական հաշիվ և յուրաքանչյուր հարկատեսակի գծով վարվում է անձական հաշվի առանձին քարտ. «Նախաձեռնության արդյունքում էապես կնվազի տնտեսվարող-հարկային մարմին անմիջական շփումը, քարտապաններ կվերապրոֆիլավորվեն նոր իրականության պահանջներին համապատասխան»:
