ՄՔԶՄԿ-ի ներկայացուցչությունը Հայաստանում

Եվրոպան ողողած գաղթականության խնդրի հրատապ լուծման անհրաժեշտությունը բոլորն են զգում: Առավել ևս, մեծանում է այն կազմակերպությունների հեղինակությունը, որոնք տարիներ շարունակ զբաղվում են միգրացիայի հարցերով: Դրանցից է Միգրացիոն քաղաքականության զարգացման միջազգային կենտրոնը /ՄՔԶՄԿ/, որն հիմնադրվել է «Շվեյցարիայի Համադաշնության և Ավստրիայի Հանրապետության միջև Վիեննայում Միգրացիոն քաղաքականության զարգացման միջազգային կենտրոնի հիմնադրման և գործունեության մասին» 1993թ. հունիսի 1- ի համաձայնագրով: Այժմ ՄՔԶՄԿ- ն ունի 15 անդամ` Ավստրիան, Բոսնիան և Հերցեգովինան, Խորվաթիան, Չեխիան, Հունգարիան, Նախկին Հարավսլավական Մակեդոնիայի Հանրապետությունը, Լեհաստանը, Պորտուգալիան, Ռումինիան, Սլովակիան, Սերբիան, Սլովենիան, Բուլղարիան, Շվեդիան և Շվեյցարիան: Կազմակերպության կենտրոնական գրասենյակը գտնվում է Վիեննայում, այլ տարածաշրջանային ներկայացուցչություններ ունի Եվրոպայում, Հյուսիսային Աֆրիկայում, Միջին Արևելքում և Լատինական Ամերիկայում, իսկ ՄԱԿ- ում ունի դիտորդի կարգավիճակ: ՄՔԶՄԿ- ն համագործակցում է ԱՊՀ պետությունների հետ, գրասենյակներ ունի Վրաստանում և Մոլդովայում:
Կազմակերպության նպատակը միգրացիայի բնագավառում նորարարական, համապարփակ և կայուն քաղաքականության մշակումն ու իրականացումն է` երևույթը ժամանակին բացահայտելու, դրա հիմք հանդիսացող պատճառների դեմ պայքարելու, մուտքի վերահսկման գործիքները ներդաշնակեցնելու և այլ միջոցներով: Այդ ամենի հաշվառմամբ էլ համակարգվում են օտարերկրացիների ապաստանի տրամադրման և փախստականներին առնչվող մյուս հարցերը: Կազմակերպությունն ուսումնասիրում է առկա և հնարավոր միգրացիոն հոսքերը դեպի Եվրոպայի ընդունող պետություններ, հետևում և վերլուծում է միգրանտների ծագման հիմնական երկրների իրավիճակը և մշակում միգրացիոն շարժումների հսկողության միջոցներ: Կազմակերպությունն համագործակցում է ՀՀ կառավարության հետ` իրականացնելով սահմանների կառավարման, անօրինական միգրացիայի և մարդկանց թրաֆիքինգի կառավարման ծրագրեր:
Մասնավորապես, ՀՀ ՏԿԱԻՆ Միգրացիոն պետական ծառայությունը ակտիվ մասնակցում է միգրացիայի ոլորտում գործող Բուդապեշտի և Պրահայի գործընթացներով տեղի ունեցող միջոցառումներին, իսկ այդ գործընթացների քարտուղարությունն իրականացնում է հենց ՄՔԶՄԿ- ն: 2014թ. դեկտեմբերի 23- ին ուժի մեջ մտած «Աջակցություն միգրացիայի և սահմանների կառավարմանը» ԵՄ տեխնիկական աջակցության ֆինանսավորման համաձայնագրով, որի արժեքը 4 մլն եվրո է, իսկ տևողությունը 3 տարի, նախատեսվում է, թե ինչ ծրագրեր է իրականացնելու ՄՔԶՄԿ Հայաստանում բացվելիք ներկայացուցչությունը:
Կառավարության ս.թ. հոկտեմբերի 29- ի նիստում հավանության արժանացած համաձայնագրով կարգավորվում են Հայաստանում կազմակերպության կարգավիճակի և վերջինիս արտոնությունների և անձեռնմխելիության հետ կապված հարցերը: Մասնավորապես, ՄՔԶՄԿ- ն իրավունք է ստացել հիմնել իր ներկայացուցչությունը Հայաստանում, իր գործունեությունն իրականացնելու համար աշխատանքի ընդունել տեղացի և օտարերկրացի անձնակազմ: Կազմակերպության ներկայությունը Հայաստանում կնպաստի ներկա և հետագա ծրագրերի արդյունավետ իրականացմանը:
