Ի՞նչ է կատարվում ուժային կառույցներում

Ճվճվ Արոյի որդիներից մեկի մասնակցությամբ ավտովթարը, որի պատճառով Ոստիկանության ՃՈ երկու աշխատակիցները մահացել էին, հարուցել է ակտիվ քննարկումներ: Դեպքի վայրից փախած, այնուհետ ոստիկանություն ներկայացած Սարգիս Վարդանյանից հետո, Քննչական կոմիտեն հետախուզում հայտարարեց նաև Սարգիսի եղբոր Սերժ Վարդանյանի նկատմամբ: Սերժը, ընդ որում, երկու ամիս առաջ հայտնվել էր իրավապահների ուշադրության կենտրոնում, սակայն չէր ներկայացել: Իսկ Քննչական կոմիտեն էլ հետախուզում չէր հայտարարել: Հայտարարելուն պես Ոստիկանությունը գտավ ու բերման ենթարկեց նրան:
Իրավիճակի անհասկանալիությունը կայանում է նրանում, որ Ոստիկանությունն իսկապես իր լիազորությունների շրջանակում ադեկվատ է եղել թե Սարգիս Վարդանյանի, թե նրա եղբորը գտնելու ու ձերբակալելու առումով: Սակայն, ոստիկանությունից պահանջում են ավելին: Օրինակ, լրագրողական համայնքը սլաքներն ուղղում է հենց ոստիկանության ու Վովա Գասպարյանի կողմ ՝ փորձելով հասկանալ, թե ինչու տխրահռչակ եղբայրները չէին ձերբակալվում ավելի շուտ: Իսկ ոստիկանությունն էլ փորձում է հասկացնել, որ իրենք ձերբակալում են, բայց իրենք չեն կալանավորում կամ հետախուզում հայտարարում:
Ոստիկանությունը փորձում է հասկացնել, որ մեղավորներին պետք է փնտրել այլ տեղ, օրինակ Քննչական կոմիտեում: Սակայն դա անում է զգուշավորությամբ ՝ խուսափելով ներիշխանական թունդ կոնֆլիկտից: Իսկ քննչական կոմիտեն ցինիկաբար պնդում է, թե Սերժ Վարդանյանի նկատմամբ ուշացած հետախուզում հայտարարելը կապ չունի նրա եղբոր մասնակցությամբ ավտովթարի հետ, ամեն ինչ պատահականություն է:
Թե ինչու է ոստիկանությունը բռնում, իսկ մյուսները բաց են թողնում, կամ թե ինչու ոստիկանությունը որոշեց ատամներ ցույց տալ քննչականին, երբ իր կառույցի աշխատակիցները դարձան քննչականի բարձիթողի վարքագծի պատճառ, այլ հարց է: Կարևորն այստեղ այն է, որ գործ ունենք ներիշխանական կուլիսներում հասունացող հրաբուխի հետ, երբ ամեն պատահար խփում է այդ պոտենցիալ ժայթքող լավային: Առայժմ կոնֆլիկտը մնում է լռելայն կամ տողատակերի մակարդակում, համակարգի մասնիկների միջև հակադրությունները մի կողմից սրվում են, մյուս կողմից մասնիկներն հասկանում են, որ սրել կոնֆլիկտը կնշանակի հասնել մի կրիտիկական կետի, որտեղից վերադարձ չկա:
Իսկ եթե համակարգը գործարկեց ռեստարտի կոճակը, ապա դժվար է ասել, ովքեր կմնան ու ովքեր կգնան: Որովվհետև ինչպես հաճախ լինում է, հրդեհի ժամանակ թացը չորի հետ վառվում է: Չնայած, որ թաց բան համակարգում արդեն չի մնացել:
