Վովա Գասպարյանի ստուգողականը

Այսօր ոստիկանապետ Վովա Գասպարյանը աշխատանքային հանդիպում է ունեցել Սերժ Սարգսյանի հետ:
2018-ին ընդառաջ կքննարկվի նաև Ոստիկանության և կառավարությանն առընթեր այլ մարմինների ՝ նախարարության տրանսֆորմացնելու հարցը: Ենթադրվում է, որ 2018-ին, երբ երկրի թիվ մեկ պաշտոնը լինելու է վարչապետը, ուժայինները, որոնց նախկինում նշանակում էր նախագահը, այլևս պիտի նշանակվեն վարչապետի կողմից: Առընթեր մարմինների, մասնավորապես ուժային կառույցների մասով հիմնականում թիրախավորվում է ոստիկանությունն ու դրա նախարարության վերածվելը ՝ 2018-ի Սերժ Սարգսյան-Կարեն Կարապետյան հակադրության ֆոնին: Ինչու՞ հենց ոստիկանությունը:
Պարզ պատճառով. ներքաղաքական փոքր ու մեծ ցնցումների դեպքում առաջինը հասարակության դիմաց հայտնվում է ոստիկանությունը, քաղաքական հակառակորդներին հետապնդում է ոստիկանությունը, քրեածին իրավիճակի պատասխանատուն ոստիկանությունն է: Ոստիկանը, որպես պետության մարդ, ամենատեսանելին է հասարակության աչքերում: Սա բնավ չի նշանակում, որ մյուս ուժայինները չունեն իրենց գրված ու չգրված անելիքները, բայց հանգամանքների բերումով միշտ ոստիկանության վրա ավելի մեծ պատասխանատվություն կա:
Երկրորդ ՝ Վովա Գասպարյանը և Վիգեն Սարգսյանը լիակատար վայելում են Սերժ Սարգսյանի վստահությունը: Բայց եթե բանակի դեպքում ներքաղաքական մասնակցությունը սահմանափակվում է նվազագույնը ՝ ռազմահայրենասիրական պաթոսի միջոցով լեգիտիմության իմիտիացիա ստեղծելով, իսկ վատագույն դեպքում ՝ ներքաղաքական կյանքին բանակի միջամտությամբ, ապա ոստիկանության դեպքում քաղաքական մասնակցությունը կենտրոնական է:
Պատահական չէ ուժայինների նախարարություններ տրանսֆորմացնելու քալը: Ոչ ՀՀԿ-ն, ոչ օլիգարխիան բավարար չեն երկրում իշխանություն պահելու համար,եթե իշխանությունը չի ընտրվել: Պետք են ուժայիններ: Բայց այստեղ էլ ընտրութունդ մեծ չէ. մի կողմից կա ռեալ պատերազմական վտանգ և բանակը զբաղված է այլ բանով, մյուս կողմից խիստ կասկածելի քաղաքական վարքագիծ են ցուցաբերում հատուկ ծառայություններդ ՝ հետսովետի այլ հատուկ ծառայություններին հարիր պրոռուսականությամբ:
2018-ին, երբ կենտրոնականը կլինի վարչապետի ով լինելու թեման, Վովա Գասպարյանի դերակատարումն աճելու է: Եթե ներիշխանական հակադրությունը սրվի ու դուրս գա ափերից ու հասնի փողոց, այն զսպողը լինելու է Վովա Գասպարյանը: Եթե ամեն դեպքում էսկալացիա չլինի ու Սարգսյանը կապիտուլացնի Կարապետյանին, ապա Գասպարյանը կշարունակի ծառայել Սարգսյանի անմիջական ենթակայության տակ՝ պահպանելով նույն կշիռը, բայց նվազեցնելով դիստանցիան թիվ 1-ի հետ:
