Ում «հագով» են նկարել ՍԴ-ի մասին օրենքը. «Հրապարակ»
POLITICS«Հրապարակ» թերթը գրում է.
«Պարզվում է` Սահմանադրությունը բավականին «խութեր» ունի, մասնավորապես` անցումային դրույթներում: Հայտնի սահմանադրագետներից մեկն ասաց, որ անցումային դրույթները սահմանադրական հանձնաժողովին են հասել վերջին երկու օրը, չեն հասցրել հիմնովին հասկանալ՝ ինչն ինչոց է: Եվ քանի որ սատանան մանրամասների մեջ է, «հիմա նոր հասկացվում է, թե ինչ «իզյաշչ» մոմենտներ են գրվել կոնկրետ Սահմանադրական դատարանի մասով»:
Այսպիսով` մինչև ապրիլի 9-ը ՍԴ-ում երկու պաշտոն ազատվում է` թոշակի են գնում Կիմ Բալայանն ու Գագիկ Հարությունյանը: Նրբությունն այն է, որ մինչեւ ապրիլի 9-ը ՍԴ անդամ կամ ՍԴ նախագահ դարձողն իրավունք կունենա պաշտոնավարել մինչեւ 65 տարեկանը։
«Իշխանությունները մանրակրկիտ դա գծագրել են. եթե հիմա իրենց մարդը դառնա ՍԴ նախագահ, ապա պաշտոնավարելու է շատ երկար, իսկ ապրիլի 9-ից հետո դարձողն իրավունք ունի պաշտոնավարել 6 տարի, դրա համար էլ շտապում են ՍԴ նախագահի պաշտոնում իրենց մարդուն հաստատել:
Ապրիլի 9-ից հետո ՍԴ անդամ դարձողն էլ կարող է պաշտոնավարել 12 տարի. հունիսին ՍԴ անդամ Վլադիմիր Հովհաննիսյանը նույնպես կգնա թոշակի, իսկ նրա տեղը եկողն արդեն կպաշտոնավարի 12 տարի, ի տարբերություն այսօր Կիմ Բալայանի տեղը եկողի։
Նկատեք, որ վճռաբեկ դատարանի հարցում իշխանություններն այդ ճանապարհով չեն գնացել. այնպես են արել, որ բոլոր անդամները հավասար լինեն»,- ասաց այդ ամենից դժգոհ մեր զրուցակիցը:
